Information Technology Strategies, Inc. is a government IT solutions provider servicing commercial and government initiative in various parts of the United States. We are currently seeking a Technical Advisor to work for our company.

- We are seeking a qualified, motivated individual to join as a Technical Advisor. As part of the Executive Advisory Board, you will integrate evolving and impactful spectrum planning, usage, and adoption ideas from industry partners and the Government. You will also be responsible for providing strategic oversight and governance for the Federal Spectrum Data Systems (FSDS) program along with other members from the National Telecommunications and Information Administrations, Federal Communications Commission, Department of Defense, and other industry leaders to ensure mission alignment, scalability, and policy compliance.
- Provide expert, independent services and leadership in specialized technical areas.
- Provides expertise on an as-needed basis to all task assignments.
- Provides expert advice and assistance in state-of-the-art software/hardware.
- Coordinates with contractor management and Government personnel to ensure that the problem has been properly defined and that the solution will satisfy the Government’s requirements.
- Interface with the client leadership to align capabilities and strengths to meet mission needs.
- Develop and leverage relationships with key decision makers and influencers.
- Strengthen alignment of organizational capabilities to client needs.
- Participate in planning meetings with personnel.
- Provide written summaries, descriptions, and brief analyses of topics requested by the program team.
- Engage in ad-hoc phone calls with the program team about different FSDS topics.
- Review draft white papers, solutions, proposals. and other documents and provide feedback to the program team as requested.
- Providing leadership across the new business development lifecycle - from opportunity identification, qualification, and win strategy development through the post-submission phase of the Capture process.
- Participate in all phases of the capture and growth life cycle, providing the "voice of the customer, including reviews and proposal and content development.
Requirements:
- Eligibility to obtain a U.S. Government SECRET / TOP SECRET Clearance. (Basic Federal Clearance requirements are U.S. Citizenship, clear criminal history check, no recent or pending bankruptcies)
- Minimum education required: PhD in Computer Science or relevant field
- 5 years' experience with EM spectrum frequencies and how the federal government assigns them.
- 3 years knowledge of EL-CID Desktop application.
- 3 years of knowledge of DoD Stepstone system is a huge plus
- Experience in Federal Spectrum mission operations
- Deep knowledge of FMRS, DCFS, IRACNet and Spectrum XXI.
- Experience working with Enterprise Systems and Senior Level customers.
- Knowledge of radio transmitters and receivers, radar, antennas and satellites (radio spectrum).
- Recognized subject matter expert in job area (EM Spectrum) typically through advanced education and work experience.
- Knowledge of spectrum-related data exchange format named Standard Spectrum Resource Format (SSRF)
a huge plus. - Experience working in Federal or State government environments.
- Ability to work independently and remotely.
Education Substitutions:
- Associate’s degree 2 years relevant experience or four (4) years' experience (in addition to minimum experience requirements) may be substituted for a Bachelor's degree.
- Two (2) years' experience (in addition to minimum experience requirements and Bachelor's degree) may be substituted for a Master's degree.
- Two (2) years' experience (in addition to minimum requirements and Master's degree) may be substituted for a Ph.D.
- For categories where a Bachelor's degree is required, a Master's degree may be substituted for two (2) years' experience; or a doctoral degree may be substituted for three (3) years' experience.
- Successful completion of each course in specialized or emerging technology (Windows 2000/XP, Oracle, PowerBuilder, Web development, internet/intranet security, and XML, etc.) may be substituted for one year of experience.
