Duties Description
Under the direction of a Manager of Information Technology Services 1, within the Digital Transformation Office, Digital Experience Bureau, WebNY Website Services Section this incumbent will manage one of the Development teams.
The Web Platform Services is responsible for the overall development and delivery of the public facing web sites for New York State in support of the NY.Gov/Agency Redesign initiative to create an online destination that better reflects his vision for a more efficient, more effective, and more modern government.
Web Platform Services will utilize an Enterprise Platform solution (Drupal) to accomplish its mission, leveraging current technologies and industry best practices as applicable to improve its service delivery.
Specific duties for this position include, but are not limited to, the following:
· Manage a development team (two ITS 3s, two ITS 2s and HBITS or PBITS contractors as applicable) to onboard websites following established common processes, procedures and practices.
· Mentor team members to advance state web teams Drupal skills.
· Coordinate the resources to provide availability to Web Platform Services Leadership.
· Coordinate with Web Platform PM to provide details for proper reporting of scheduling and deliverables.
· Provide input on technical requirements of Agency requests and assist in building the functionality documents.
· Assist the ACE and ACSF Distribution teams to build any reusable components and templates not yet available as part of the base Site Factory offering based on Agency requested functionality.
· Communicate in a professional manner with customers (Agency Executives, PIOs and project stakeholders); the Digital Media Service Center team and ITS execs as requested.
· Performs administrative duties as required of team manager, to include timesheets and evaluations.
· Prepares requested reports for Web Platform Leadership on development progress.
· Alerts Web Platform Leadership of risks or issues that may impact project.
· Implement front-end designs using a combination of programming languages such as PHP, HTML, CSS, and JavaScript.
· Work primarily on the back end of Drupal sites, providing functionality enhancements and new development.
· Develop custom modules, functionality, and features to enhance site performance and user experience.
· Debug and troubleshoot issues related to server-side logic and data processing.
· Update and troubleshoot Drupal core updates and security updates to modules used in NYS Drupal-based websites.
· Build Drupal Front-End Development and Theming using front-end web technologies, including HTML, CSS, PHP, and JS.
· Debug and resolve Drupal-related issues and errors.
· Regularly update Drupal core and contributed modules to keep your site secure
· Use Command line in the build and server process, including: Unix
· Able to Use IDE (Visual Studio Code preferred.)
· Estimate tasks and comfort committing to deadlines.
· Independently research technical solutions and communicate findings.
· Able to work on a team and Agile Development process.
Minimum Qualifications
One year of permanent competitive services as an Information Technology Specialist 4 OR in a position at G-23 or higher deemed administrative under Section 52.6 of Civil Service Law OR in a title eligible for transfer under Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.

If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
