Senior Manager of Policy, Trust, Data, and Technology

As a Senior Manager of Policy, you will be responsible for the day-to-day management of policy issues impacting the information and communications technology (ICT) industry, pursuant to the guidance of the SVP of Policy for TDT, focusing on quantum, artificial intelligence (AI), data policy/governance as well as internet platform and online intermediary, semiconductor, and standards policy issues in the United States and key global markets, including India, EU and the Americas. As part of the TDT team, you may be asked to work on other issues including cyber and supply chain security, privacy and data protection, government access to data, cloud computing, and other emerging technologies. The ideal candidate is an enthusiastic self-starter, strong writer, and team player.

Your Responsibilities:

• Managing and supporting the implementation of strategic and tactical advocacy approaches to policy and regulatory proceedings involving quantum, AI, data governance and online platforms/intermediaries as well as other issues related to ITI’s Trust, Data and Technology Policy practice in the United States India, United Kingdom, the Americas regions and other key global markets. Cultivating and maintaining relations with key policy stakeholders in the United States (at the federal and state levels), India, United Kingdom, the Americas regions and other global markets, including from government (administration officials, legislators and their staffs, embassy representatives), multilateral organizations, trade associations, companies in the tech and other industry sectors, privacy and civil liberties groups; representatives of companies; think tanks and academics.
• Preparing written responses to Congressional and Administration inquiries in the U.S. (and similar inquiries from legislative, administrative bodies and multilateral organizations in global markets), including Requests for Information and Notices of Inquiry from relevant government agencies, preparing written testimony, white papers and policy advocacy materials, and preparing other internal and external communications.
• Monitoring relevant policy and regulatory developments on quantum, AI, data policy/governance as well as internet platform and online intermediary, semiconductor, standards, and other issues within scope of ITI’s TDT Policy practice and anticipating emerging trends and policy evolution related to these issues across multiple jurisdictions, including the U.S. and other key markets. Analyzing related legislation and regulatory proposals..
• Representing ITI on panel discussions and roundtables on quantum, AI, data governance and online platforms/intermediaries as well as other issues related to ITI’s Trust, Data and Technology Policy practice in the United States, United Kingdom, India and key global markets.
• Identifying opportunities for Association and member companies to participate in briefings, panels and roundtables throughout the year.
• Responsible for direct policy advocacy with government officials and other policymakers and engaging with and building strategic relationships with a wide variety of stakeholders, including industry associations and civil advocacy organizations.
• Assist in crafting event invitations, marketing materials, and other updates to communicate effectively with ITI members and various stakeholders.
• Responsible for managing ITI’s committee on Emerging & Foundational Technologies.
• Contributing to the development of relevant public policy positions and strategies regarding issues within the TDT portfolio in partnership with colleagues on other ITI Policy teams, the ITI Public Affairs and Public Sector teams, Government Relations teams and colleagues from ITI member companies.
• Tracking, analyzing and preparing written summaries of relevant policy and regulatory developments related to data governance and online platforms, semiconductor and AI policy in the United States, United Kingdom, India and other key global markets. 

Your qualifications:

• Bachelor’s degree; advanced degree in international relations, public policy, law, business, or a related field preferred.
• Legal or international policy background is a plus.
• A minimum of five years’ work experience on relevant policy issues, preferably in a trade association, business, advocacy or government setting. Prior ICT experience a significant plus.
• CIPP certification or any similar qualification is a plus.
• Experience working on one or more of the following issues: quantum, AI, online platforms/intermediaries, data policy/governance, cybersecurity and supply chain security, privacy and data protection, government access to data, cloud computing, quantum, and other emerging technology public policy issues.
• Experience in contributing to the development and execution of policy advocacy strategies.
• A network of relationships in the ICT policy community in the U.S. and, ideally, other global markets such as India, UK, Brazil and Canada, including relationships with key government stakeholders for this issue portfolio.
• Ability to quickly understand, digest and communicate complex policy concepts to ITI colleagues, company representatives and policymaker audiences.
• International experience preferred, including cultural sensitivity and a demonstrated ability to communicate effectively with non-native English speakers.  
• Experience in government affairs and public policy, including industry affairs and coalition building.

Pay range: $95,000 – $100,000
