Title: Lead IT Procurement Officer

Responsibilities
- Ensure contract management activities for all IT procurement are completed in a timely manner with internal and external stakeholders.
- Provide project management and oversight for procurement initiatives.
- Manage the acquisition of IT products, services, and technical resources in compliance with applicable procurement policies and guidelines.
- Research, evaluate, and procure products and services based on organizational needs and business objectives.
- Develop and manage Requests for Proposals (RFPs) following established procurement processes.
- Prepare additional solicitation documents to acquire IT goods and services.
- Review, evaluate, and score proposals, bids, and quotations.
- Analyze vendor responses to identify the best solutions for business requirements.
- Collaborate with IT leadership and stakeholders to support procurement and technology initiatives.
- Communicate effectively with internal business users and external vendors throughout the procurement lifecycle.
- Build and maintain productive relationships with vendors and prospective suppliers.
Required Skills & Experience
- 10 years of experience gathering, documenting, and communicating business requirements and/or user stories.
- 10 years of experience defining and documenting business requirements, user stories, business processes, and workflows.
- 10 years of experience organizing project teams and managing work plans across multiple projects.
- 10 years of experience as a Business Analyst and/or Project Manager.
- 10 years of experience working within government or public sector environments.
- 10 years of experience creating solicitations (RFPs, RFQs, etc.) for acquiring IT software and services.
Preferred Qualifications
- Professional procurement certification (e.g., Certified Purchasing Agent or equivalent) is a plus.
