Background
The Florida Department of Law Enforcement (FDLE) is dedicated to promoting public safety and strengthening domestic security by partnering with local, state, and federal criminal justice agencies to prevent, investigate, and solve crime.
FDLE established the nation s first Missing Endangered Persons Information Clearinghouse (MEPIC) in 1982. Over time, new features have been added to support issuing alerts and streamlining communication in missing person cases. FDLE is now modernizing MEPIC with a redesigned database and updated web technologies to meet current and future business needs.
To achieve this, FDLE is seeking a Business Analyst with strong Quality Assurance (QA) expertise to join the MEPIC Technology Upgrade Project team.
Education Requirements
Bachelor s Degree in Computer Science, Information Systems, Business Administration, or a related field OR equivalent work experience required.
Master s Degree in a related field preferred.
Major Duties & Deliverables
Business Analysis:
Collaborate with stakeholders and development teams to define requirements and translate them into User Stories and Use Cases.
Analyze functional and nonfunctional requirements, design process flows, and create wireframes.
Maintain and update the Requirements Traceability Matrix (RTM).
Conduct and document Joint Application Development (JAD) sessions.
Analyze and document business processes, workflows, and system requirements.
Testing & Quality Assurance:
Develop, document, and execute comprehensive Test Plans and Test Cases.
Perform functional, regression, integration, ADA/508, security, performance, and user acceptance testing (UAT).
Conduct manual testing without reliance on automated tools.
Track and manage defects using JIRA, working with developers to resolve issues.
Develop and maintain UAT Plans, scenarios, and test results.
Support performance and stress testing, including script preparation and execution.
Collaboration & Communication:
Serve as liaison between stakeholders and technical teams.
Provide regular updates on progress, challenges, and testing outcomes.
Coordinate deliverables with FDLE staff and assist with production implementation.
Ensure all activities comply with FDLE methodologies, timelines, and security policies.
Mandatory Knowledge, Skills, and Abilities
Bachelor s degree (or equivalent experience) plus 5 years of experience in:
Gathering and documenting requirements on full life-cycle projects.
Conducting JAD sessions and documenting outcomes.
Writing User Stories and Use Cases.
Creating and executing Test Plans, Test Scenarios, and Test Cases.
Strong knowledge of software testing methods, Section 508/ADA compliance, and data validation.
Proficiency in functional, regression, integration, security, performance, and UAT testing.
Experience with MS SQL Server (queries, stored procedures, triggers, views).
Strong analytical, communication, collaboration, and problem-solving skills.
Ability to work independently with minimal supervision.
Must complete FDLE Security Awareness Training within 30 days of hire and pass a Level II Background Check.
Preferred Knowledge, Skills, and Abilities
Master s Degree in Computer Science, Information Systems, or Business Administration.
Experience as a Business Analyst on J2EE-based software projects.
Technical knowledge of MS SQL, Oracle, and related environments.
Familiarity with:
