POSTED ON 7/9/2026
AVAILABLE BEFORE 8/8/2026

NCDOT DMV is seeking a Business Analyst to operate within a product driven delivery model and contribute directly to defining, refining, and supporting product value delivery.

Job Description:

**The candidate will need to come on-site on the first day to collect equipment.**

**This position requires 3 days onsite per week at DMV Rocky Mount with limited travel to office locations as needed to assess business processes.**

The DMV Modernization Program is moving toward a product driven delivery environment, and this position plays a critical role in making that transition successful. This role operates within a product driven delivery model and contributes directly to defining, refining, and supporting product value delivery.  The Business Analyst is not a traditional requirements gatherer but a clarity creator and alignment driver who ensures the teams are working on the right things, at the right time, in the right way.

The ideal candidate thrives in ambiguity, creates order from complexity, and moves work forward by uncovering missing information, solving problems end to end, and translating business needs into well structured, testable features and requirements. This role partners closely with Product Owners, Workstream Leads, vendors, and IT teams to shape the product vision into actionable delivery.

As the DMV transitions toward a product-oriented operating model over the next 18 months, this role will help build the foundation of effective delivery routines, cross-team integration, and vendor accountability that will enable long-term success. This role works closely with Product Owners, Program Leadership, SMEs, IT teams, and vendor partners to support effective product delivery and modernization outcomes.

Key Responsibilities

·         Leads discovery with business units and SMEs to understand goals, user needs, and operational challenges

·         Translates business concepts into clear user stories, features, workflows, acceptance criteria, and business rules

·         Ensures requirements are testable, unambiguous, and aligned with product outcomes and value

·         Identifies and resolves requirement gaps early, long before development or testing begins

·         Maintains clear, evolving documentation that supports iterative delivery, including requirements, process flows, acceptance criteria, and  user‑facing artifacts.

·         Partners with Development, Testing, Data, OCM/Training, and Implementation teams to ensure shared understanding

·         Identifies cross‑impacts and dependencies across workstreams and collaborates with delivery leadership to ensure coordinated action.

·         Breaks down complex or ambiguous problems into structured, actionable insights

·         Performs end to end analysis across workflows, systems, and data to uncover root causes

·         Supports testing by ensuring coverage aligns with requirements and validating delivered functionality

·         Supports UAT planning and readiness by validating test coverage against requirements, coordinating business tester engagement, and ensuring clear acceptance criteria.

·         Ensures full traceability of requirements from business needs to delivered functionality

·         Collaborates with vendor business analysts, delivery teams, and product specialists to ensure alignment of requirements and solution intent

·         Works closely with Product Owners to refine features, define value, and support backlog prioritization

·         Focuses on user value, outcomes, and measurable business impact

·         Supports iterative delivery and continuous learning cycles

Required Skills & Experience

·         Experience as a Business Analyst, Product Analyst, or similar role

·         Strong analytical, investigative, and critical thinking skills

·         Proven ability to create clarity, structure ambiguity, and drive alignment across teams

·         Experience translating complex business needs into structured requirements, workflows, and acceptance criteria

·         Ability to independently uncover answers, resolve requirement gaps, and drive progress without waiting for direction

·         Strong communication skills with the ability to work across business and technical teams

·         Experience working in Agile, iterative, or fast paced delivery environments (preferred)

Desired Attributes

·         Takes ownership of problems and drives them to resolution

·         Highly resourceful, proactive, and persistent — actively pursues answers rather than waiting

·         Thrives in ambiguity and brings order to incomplete, conflicting, or unclear information

·         Learns quickly and adapts to new business and technical domains

·         Recognizes patterns, asks strong questions, and uncovers issues others overlook

·         Builds strong relationships and communicates well with both technical and business partners

·         Anticipates issues before they escalate into risks

·         Energized by solving problems, connecting dots, and helping teams make progress

·         Focused on outcomes and value, not just documentation or activity

Soft Skills

·         Strong written and verbal communication skills across business and technical audiences

·         Skilled in facilitating discussions and driving shared understanding across diverse workstreams

·         Strong attention to detail with the ability to create clarity from complexity

·         Highly proactive, organized, and able to manage multiple moving pieces

·         Comfortable navigating ambiguity and helping teams reach alignment

·         Able to break down complex problems into digestible, actionable parts

·         Adaptable and resilient in environments where priorities and needs evolve quickly

Education

·         Bachelor’s degree in business, public administration, information systems, computer science, or a related field

·         Equivalent professional experience may substitute for a degree
