The O&P USA business includes the product lines Ethylene, Propylene, Butadiene, Polypropylene and Polyethylene. Manufacturing sites include Chocolate Bayou Works (Alvin, TX), Battleground Manufacturing Complex (LA Porte, TX), and Carson, (Carson, CA), with a division office in League City, TX.
How The Role Fits In
The O & P USA procurement team is charged with significantly improving the way the third party spends is managed, thereby establishing procurement as a major strategic lever and equal contributor to the success of the business. In support of this directive, the primary role of the Procurement Engineer is to assist the Commodity Manager in developing the strategic approach to the market through implementation of world-class sourcing solutions by way of detailed end-use and market expertise/knowledge and rigorous performance-based supplier relationship management.
The Procurement Engineer role is a developmental position allowing early career introduction to the commercial activities of the INEOS O&P USA business. With projects impacting BMC, PSO and CBW as well as opportunities to support the development of regional and global contracts, the position provides a chance to interact with people from many parts of the company and gain experience that can be applied to future positions within Operations/Engineering/Commercial.

Purpose of Job
Accountability 1: Delivery measurable financial improvement to the business through sourcing projects
- Utilize engineering skills and data analysis to identify sourcing opportunities
- Work with internal stakeholders or teams to understand business requirements for products/services and develop sourcing strategy
- Utilize market research to identify industry trends, potential suppliers, and cost-saving opportunities
- Development and issue Request for Proposal (RFP) packages for vendor selection
- Lead cross-function team to review RFP responses, develop supplier recommendations and present to key stakeholders
- Negotiate contracts
- Ensure smooth introduction of new vendors to sites
- Establish and track KPIs for new vendors
- Monitor vendor performance through KPIs
- Regularly review KPIs with suppliers and clearly communicate INEOS expectations
- Participate in periodic vendor review meetings
- Facilitate the resolution of contract and invoicing issues
- Actively work with suppliers to reduce cost/improve quality/reduce lead times
- Gather and document market intelligence from suppliers
- Provide procurement support for equipment and services specific to discipline specific teams such as the Electrical Engineering Practice Group
- Participate in and lead scope development and negotiation of regional contracts and global contract adoption agreements for engineered materials and services
- Utilize engineering skills in the evaluation of new and existing vendors
- Compile market intelligence and category specific technical knowledge to become the department lead for key materials and services
Skills & Knowledge Required
- B.S. in Engineering (Chemical, Mechanical or Electrical with preference for Electrical Engineering experience)
- 5 years in the chemical industry in a technical/engineering role
- Basic understanding of the INEOS O&P USA business
- Curiosity and interest in learning how the Procurement function fits into the broader business operation
- Ability to communicate clearly and concisely both orally and in writing with internal and external clients
- Good listening skills
- Strong analytical skills and ability to apply them to purchasing decisions to increase value, considering both short- and long-term objectives.
- Demonstrated ability to establish strong working relationships with peers
- Ability to influence others without having direct reporting authority
