The Olefins & Polymers USA division of INEOS is one of the largest producers of olefins and polyolefins in North America. From its manufacturing locations at Chocolate Bayou and the Battleground Manufacturing Complex, it is a merchant marketer of butadiene, ethylene, polypropylene and high-density polyethylene with annual revenue of over $4b.
The Chocolate Bayou Site is located in Southeastern Texas about 40 miles South of Houston and consists of two Olefins units that produce approximately 4bn pounds/year of ethylene, 2 Polypropylene units that produce approximately 1.0bn pounds/ year of polypropylene, and the Light Ends storage & transfer facilities at Stratton Ridge.
Purpose Of The Job
This position is a primary interface between the SHE Department and the line organization (the workforce involved in field-based activities) and provides advice on safe and compliant work practices. This position not only advises the workforce of applicable regulations, SHE procedures and policies, but also is expected to challenge existing practices and recommend process improvements for routine tasks where warranted. The position is assigned prescribed geographic and/or subject areas of responsibility. They may perform or assist in routine reporting, record keeping and auditing activities and participate on incident investigation teams. As problems arise, they are expected to understand when and how to seek assistance from personnel with more expertise including those from other functional and technical disciplines to improve local unit/facility business performance.
The successful incumbent actively works to monitor SHE performance in his/her areas of responsibility and constantly seeks to identify opportunities to improve it. The incumbent is the primary resource line personnel rely on for help to maintain and improve unit SHE performance: a "Go to" person for all safety and compliance questions.

Responsibilities AND Accountabilities
Accountability 1: Advise operations and maintenance workforce on work practices that comply with external requirements and internal policies and procedures.
- Provide expert guidance to operations and maintenance teams on safe work practices and compliance with internal policies and external regulations during both routine and non-routine activities.
- Serve as the primary point of contact between SHE and manufacturing departments, maintaining 24-hour availability (when on-call) for compliance reporting and emergency response support.
- Support contractor safety management by ensuring alignment with site SHE standards and expectations.
- Represent SHE interests in turnaround and construction project planning to embed safety considerations throughout project execution.
- Design and deliver targeted safety and health training programs to meet site-specific needs.
- Facilitate regulatory inspections and ensure timely, accurate follow-up documentation.
- Lead and participate in SHE audits, field walkthroughs, inspections, pre-startup safety reviews, and other risk assessment activities.
- Conduct and support incident investigations, ensuring timely closure of corrective actions and documentation of lessons learned.
- Communicate findings and preventive measures across teams to promote continuous improvement and knowledge sharing.
- Assist personnel in identifying and applying appropriate procedures to ensure safe and compliant execution of work tasks.
- Lead or contribute to short-term initiatives aimed at enhancing SHE performance across assigned areas.
- Analyze safety trends, performance metrics, and audit results to identify opportunities for improvement.
- Develop, revise, and implement site-wide safety and health programs to maintain regulatory compliance and reduce operational risks.
- Propose innovative, cost-effective solutions to address compliance challenges and adapt to emerging regulations.
- Evaluate and recommend new technologies and practices that enhance workplace safety and reduce health risks.
- Provide ongoing support to personnel in selecting and applying procedures that ensure safe and compliant task execution.
Education/Experience
- High School Diploma or equivalency, some college level course work a plus
- 5 years of experience in Petrochemical manufacturing
- Demonstrated understanding of the principles of process operations and maintenance activities.
- Good understanding of consequences of actions and decisions with respect to safety and environment.
- Basic understanding of safety concepts and best practices and how they are applied in the chemical industry
- Competent with using standards and codes and familiar with regulatory requirements.
- Basic understanding of resource constraints
- Specific knowledge in areas of assigned responsibility (equipment/standards/ procedures/policies)
- Capable of understanding the goals of the operation and how they apply to the work they are doing.
- Good computer skills (Excel, Word, Traction, SAP, data bases, etc.)
- Demonstrated ability to communicate with individuals at all levels of the organization and external
- Demonstrated ability to communicate with third parties (Agency personnel, the public, NGO’s, etc.)
