About the Role
The Federal Bid & Proposal Specialist Bolton Holdings LLC is the operational hub of our Contracts & Capture Group. Reporting to the VP of Contracts and Capture, this role leads the development of high-quality, compliant, and competitive responses to U.S. Federal, state, and commercial contracting opportunities. You’ll oversee all phases of the proposal lifecycle—from opportunity assessment to post-submittal review—ensuring alignment with strategic objectives and customer needs.
You’ll serve as a subject matter expert on federal acquisition processes (e.g., GWACs, IDIQs, GSA Schedules) and support other procurement vehicles as needed.
Key Responsibilities
Proposal Management
- Lead full proposal lifecycle: kickoff, content planning, writing/editing, review cycles, and submission.
- Analyze RFPs/RFIs/RFQs and develop compliance matrices, outlines, and proposal schedules.
- Collaborate with cross-functional teams (engineering, program management, capture) to develop win themes, strategies, and messaging.
- Facilitate brainstorming and solutioning sessions; provide guidance to contributors.
- Ensure compliance with solicitation requirements and alignment with evaluation criteria.
Writing & Editing
- Write and edit key proposal sections: executive summaries, technical and management volumes, past performance, resumes, etc.
- Maintain a single, consistent voice across all proposal content.
- Coach contributors on messaging, structure, and clarity to improve proposal quality.
Pipeline & Content Management
- Monitor and manage bid opportunity pipeline; share with internal stakeholders.
- Maintain and improve a library of reusable content, templates, and graphics.
- Support product strategy insights and reporting in collaboration with leadership.
Post-Submission
- Lead debriefs and retrospectives to evaluate proposal performance.
- Capture lessons learned to improve future strategies, templates, and processes.
Work Environment
- Onsite in our Houston [Pearland] office.
- Prolonged periods of sitting or computer use.
- Must be able to work under pressure and meet tight deadlines.

Requirements
- Associate’s degree required; Bachelor’s preferred (technical field a plus).
- 8 years of proposal and bids experience, preferably in federal contracting.
- Strong understanding of FAR/DFARS; knowledge of Shipley methodology is a plus.
- Excellent writing, editing, and communication skills.
- Advanced proficiency in MS Office; working knowledge of Visio, Adobe, or similar tools for basic graphics creation.
- Exceptional organizational, time management, and problem-solving skills.
- Ability to manage multiple priorities in a fast-paced, deadline-driven environment.
