Job Title SCHOOL BUSINESS OFFICIAL / BOARD SECRETARY / TREASURER
Reports to Superintendent

Position Purpose
Under administrative direction of the superintendent, administers the fiscal and business services functions of the district including budget and finance, purchasing, child care, facilities, food services, transportation and related areas.
Essential Performance Responsibilities
- Serves as the district’s School Business Official (SBO) and Chief Financial Officer.
- Provides administrative leadership for financial affairs of the district.
- Assumes responsibility for budget development and long-range financial planning in cooperation with the superintendent.
- Develops and monitors compliance with business office procedures.
- Establishes and supervises a program of accounting adequate to record in detail all financial transactions.
- Supervises daily accounting operations (accounts payable, accounts receivable, payroll and employee benefits, banking activities and general ledger management).
- Supervises the collection, safekeeping and distribution of all funds.
- Arranges for the internal auditing and the oversight by a district audit committee of school accounts.
- Administers the compliance and required files for grants received.
- Organizes and maintains a system for accurate and complete data collection, record-keeping and reporting for all financial records as required by law.
- Acts as advisor to the superintendent and board on all questions relating to financial affairs.
- Serves as a member of the district’s negotiations team and directs the “meet and confer” process.
- Oversees the management of the school district’s maintenance program, including repair, maintenance and improvement of school facilities.
- Assumes responsibility for coordination of facility renovations and construction projects and long-range facility planning.
- Manages district general obligation and sales tax revenue bonds.
- Manages the district’s real estate and insurance programs.
- Develops and administers procedures for inventory and the purchase of supplies and equipment.
- Coordinates the facility rental use policies and procedures by activities director.
- Oversees the management of the school district’s transportation program, including equipment purchases and contracts.
- Assists the superintendent in establishing guidelines and procedures related to school districting.
- Oversees food service operation including budget controls, compliance with rules and regulations.
- Oversees school district child care program, including budget controls and compliance with licensing requirements.
- Performs the duties and responsibilities of secretary and treasurer to the board of directors as outlined in the school board policy and the school laws of Iowa.
- Coordinates the ongoing maintenance of board policies.
- Maintains on file the permanent student records.
- Responsible for filing the required reports with the Iowa Department of Education.
- Responds to the needs of other administrators, staff and community members.
- Serves as a member of the administrative team.
- Adheres to board policies and employee handbooks.
- Attends / supports extra- and co-curricular activities.
- Performs other duties as assigned by the superintendent or board of directors.

Qualifications Profile
- A degree in business administration or accounting.
- Five years experience with fund-based accounting (Iowa Uniform Financial Accounting) preferred.
- Five years experience in a supervisory capacity preferred.
- Graduate of Iowa State School Business Management Academy.
- Certified School Business Official (SBO).
- Demonstrated experience in building projects and bond management.
- Excellent communication and leadership skills with great attention to detail.
- Knowledge of technology as applicable to district fiscal and business services.
- Such alternatives to the above qualifications as the board may find appropriate and acceptable.
