This role is responsible for executing the HCV Department’s onboarding process, developing and modifying operational procedures, and ensuring continual staff education on HUD regulations and IHA policies. The Director ensures all client files and documentation meet strict compliance standards while assisting with special programs (Relocation, 811, Family Unification, and Project-Based Vouchers).ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:
- Program Oversight & Quality Control
- Compliance Monitoring: Conducts regular file audits to ensure accuracy and completion; monitors PIC submissions and identifies gaps in staff performance.
- Process Improvement: Develops, reviews, and modifies departmental workflows and procedures to align with changing HUD regulations and IHA Administrative Plans.
- Reporting: Prepares and analyzes monthly program reports for the VP of Rental Assistance, CEO, and Board of Directors.
- Special Projects: Leads and supports special purpose voucher programs (811, VASH, FUP, PBV) and relocation initiatives as assigned.
- Portability & Intake Management
- Operational Leadership: Directly supervises the Portability team, overseeing incoming and outgoing voucher processing, lease-ups, and certifications.
- Financial Liaison: Works closely with the Finance Department to monitor HAP payments, manage billable ports, and ensure timely collections of Accounts Receivable from initial PHAs.
- Staffing: Ensures adequate staffing levels to facilitate the timely processing of portability moves and intake applications.
- Supervisory Responsibilities
- Performance Management: Responsible for the effective supervision of professional and support staff, including hiring, training, performance evaluations, and employee relations.
- Staff Development: Plans caseloads, reviews case records, and provides technical guidance to Housing Specialists and Portability Representatives.
- Training Execution: Executes onboarding for all new department positions and provides ongoing training & education regarding policy modifications.
- HUD Compliance & Stakeholder Outreach
- HUD Liaison: Prepares HUD applications for program participation and additional funding; maintains liaison with HUD counterparts for monitoring and reviews.
- Landlord Outreach: Encourages landlord participation through outreach and ensures contracts between landlords and IHA are properly administered.
- Community Advocacy: Serves as a liaison for local and federal policies on homelessness and housing resources; facilitates inter-agency forums and community presentations.
- Education: Bachelor’s degree in Business, Public Administration, Social Services, or a related field from an accredited institution.
- Experience: * Minimum of five (5) years of progressively responsible experience in housing management.
- Minimum of three (3) years in a supervisory or managerial capacity.
- Technical Knowledge: Extensive knowledge of HUD Section 8 regulations, Fair Housing laws, and HCV program software (e.g., Yardi, Elite, or similar).
- Certifications: Completion of Housing Quality Standards (HQS) and/or HCV Specialist training is required.
- Judgment: Ability to resolve complex matters by evaluating relative costs and benefits of potential actions.
- Communication: High-level oral and written communication skills for dealing with HUD officials, landlords, and the public.
- Tact: Ability to handle sensitive situations with diplomacy and firmness.
