Position Summary & Description

POSITION SUMMARY


Reporting to the Associate Dean of Operations, the Assistant Director of Human Resources for the College of Medicine leads all human resources and talent acquisition functions in support of the College’s growth and strategic objectives. This position is responsible for managing the full employee lifecycle, including recruitment, onboarding, compensation guidance, workforce planning, employee records management, and compliance with federal, state, local, PASSHE, university, and union requirements. The Assistant Director serves as a strategic advisor to college leadership, develops and implements talent acquisition and workforce strategies, oversees search processes and immigration support, and ensures the effective administration of HR systems, policies, and procedures to attract, retain, and support a high-performing and inclusive workforce.

ESSENTIAL DUTIES:
  • Ensure COM compliance with federal, state, and local employment laws as well as PASSHE and IUP policies and procedures.
  • Lead the full recruitment lifecycle for all COM faculty and staff including the creation of job descriptions, position classification, job postings, candidate screening, interviewing, and onboarding.
  • Provide guidance to COM leadership on PASSHE compensation practices, job classifications, and salary administration.
  • Develop and execute strategic talent acquisition plans that directly contribute to COM talent acquisition and talent management goals and support its establishment and growth.
  • Provide strategic advice, guidance, and recommendations on workforce trends, planning, and strategic organizational structure to COM leadership.
  • Develop strategic partnerships with search firms, local, regional, and national organizations and schools to foster a pipeline of applicants.
  • Analyze talent market data and recruitment metrics to monitor trends, evaluate sourcing channels, and recommend process improvements.
  • Continuously refine talent acquisition processes to ensure efficiency, improve candidate experience, and deliver high-quality hires.
  • Develop and execute processes for each step of the recruitment process, including the posting process, screening, offer stage, and onboarding.
  • Proactively identify areas for process improvement; develop and execute plans.
  • Communicate with all hiring managers at the start of a search to convey the steps of the search process and set clear expectations.
  • Integrate and champion inclusion in all recruiting initiatives to ensure the development of inclusive, high-performing teams.
  • Ensure compliance with all union-required posting procedures and salary levels.
  • Lead, schedule, and facilitate all search committee trainings for staff and faculty hires. Partner with hiring managers to select search committee members.
  • Ensure that all search committee members have completed the required trainings; track completions.
  • Review and approve interview questions for each search.
  • Ensure search committee members and hiring managers are following proper screening and assessment procedures for candidates, including submitting interview notes, attending search committee meetings, etc.
  • Manage third-party recruitment relationships, including advertising partners.
  • Manage immigration process for candidates; compile and provide documents requested by law firm for the visa process.
  • Monitor and review performance evaluations for union employees; ensure these are completed in a timely manner and that they contain substantial comments to support ratings.
  • Manage all employee data in NEOED; ensure information in NEOED is accurate at all times and updates for any new hires, separations, position changes, salary changes and supervisor changes are made in a timely manner.
  • Manage all employee data in SAP; ensure information in SAP is accurate at all times d updates for any new hires, separations, position changes, salary changes and supervisor changes are made in a timely manner.
  • Manage all record keeping requirements for all COM employees.
  • Other duties as assigned.

WORK SCHEDULE:
Monday through Friday 8:00 AM to 4:30 PM

Position Qualifications

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in Human Resources, Business Administration, Healthcare Administration, or related field.
  • 2-5 years of HR experience.

  • Candidates must communicate effectively and perform well in the interview(s).
  • Candidates must have communication skills and cross-cultural abilities to maximize their effectiveness with diverse groups of students, colleagues, and community members.
