SUMMARY
The Emergency Preparedness & Risk Management Coordinator will collaborate with IPHCA staff to advance IPHCA’s mission through support of statewide emergency preparedness, resilience planning, and risk mitigation efforts for Indiana’s community health centers.
The position will support health centers to assess, develop, implement, and optimize emergency preparedness plans and risk management strategies, including hazard vulnerability analyses (HVAs), emergency operations plans (EOPs), continuity of operations plans (COOPs), regulatory compliance requirements, and coordinated response protocols. The role will also execute grant activities related to emergency preparedness and resilience, including collaboration with external partners such as the Indiana Department of Health (IDOH), Indiana Hospital Association (IHA), and the Indiana National Guard.
This position is currently funded December 31, 2027, with the opportunity to extend dependent on future funding.
PRIMARY RESPONSIBILITIES
- Provide ongoing emergency preparedness and risk management support to health center staff and IPHCA.
- Assess organizational risk management and emergency preparedness capabilities and effectively communicate recommendations.
- Identify vulnerabilities and barriers to readiness and share tools and resources to address identified gaps.
- Identify promising and best practices for emergency planning, incident response, recovery, and business continuity.
- Identify opportunities to strengthen patient, staff, and organizational safety through proactive risk mitigation strategies.
- Develop a technical understanding of health center clinical and operational systems to provide realistic preparedness recommendations and solutions.
- Utilize the principles of project management to provide timelines, implementation plans, and issue tracking for preparedness initiatives.
- Assist health centers in evaluating emergency response options and operational workflow impacts.
- Use collaboration and encouragement to promote adoption of preparedness standards and compliance requirements.
- Coordinate and execute grant activities related to emergency preparedness initiatives, including reporting, performance tracking, partner coordination, and deliverable management.
- Collaborate with external partners including the Indiana Department of Health (IDOH), Indiana Hospital Association (IHA), Indiana National Guard, healthcare coalitions, and other stakeholders to support grant objectives and statewide preparedness efforts.
- Coordinate emergency preparedness trainings, tabletop exercises, and drills for health centers.
- Serve as liaison with state and local emergency management agencies, public health departments, healthcare coalitions, and other relevant partners.
- Monitor federal and state regulatory requirements (e.g., CMS Emergency Preparedness Rule, HRSA guidance) and communicate updates to member health centers.
- Maintain and share preparedness resources, templates, and guidance materials for health center use through SharePoint and other communication platforms.
- Identify training needs and plan and facilitate technical assistance around emergency preparedness and risk mitigation.

- Collaborate in cross-functional teams at IPHCA and with a variety of roles in health centers.
- Support IPHCA’s mission and culture by promoting the value of IPHCA membership and providing excellent customer service in interactions with IPHCA staff and the public.

EDUCATION AND EXPERIENCE
- Bachelor’s degree in Public Health, Emergency Management, Health Administration, Nursing, or other related fields preferred.
- Experience supporting emergency preparedness planning, healthcare operations, risk management, or public health initiatives required.
- Experience coordinating grant-funded programs and working with state-level partners preferred.
- Health center experience preferred.
- Proficiency with Microsoft Word, Excel, PowerPoint, Teams and the ability to learn new applications.
SPECIAL LICENSES OR TRANSPORTATION DEMANDS
- Travel within Indiana is required to support health center programs and attend meetings.
- If operating a vehicle, a valid Indiana driver’s license and proof of insurance are required.
ADA REQUIREMENTS
- Ability to use a computer for word processing, data management, and communication.
- Ability to communicate verbally and in writing, with fluency in English required.
- Ability to travel by car or plane as needed.
Pay: $49,840.34 - $56,022.78 per year
