Role Overview

BAM is responsible for the timely and accurate reports of findings which are utilized as a diagnostic tool for the use of Federal and State staff in identifying errors and their causes and in correcting and tracking solutions to these problems. The Adjudication Auditor is responsible for applying knowledge and experience in performing audits of UI claims. The Adjudication Auditor must review all aspects of both paid and denied UI claims.

Skills for an individual who is interested in applying must be a self starter, is able to work with minimal supervision, and is able to travel to represent Indiana at USDOL Peer Reviews.

We are looking for an individual who has a minimum of 3 years of adjudication experience, the ability to read, comprehend, interpret, and apply Indiana Code, Indiana Administrative Code, UI Policy Letters, and Federal Regulations as they apply to Unemployment Insurance and the ability to read, comprehend, and apply DWD Policies and Procedures

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary. 

 
Salary Statement

The salary for this position traditionally starts at $53,222.00 but may be commensurate with education or work experience.

 

A Day in the Life:

The essential functions of this role are as follows: 

  • Complete audits of paid and denied claims weekly. 
  • Determine the accuracy or inaccuracy of payments from the UI Trust Fund. 
  • Consult state unemployment insurance law, regulations/rules and official policy when interpreting and applying law and official policy to each individual claimant's situation. 
  • Conduct interviews for interested parties by telephone and written correspondence to obtain pertinent information and documentation relative to the investigation and/or provide the opportunity for rebuttal.  
  • Use independent judgement to develop and analyze evidentiary facts, assess credibility, and decide when information is sufficient to issue legally binding decisions. 
  • Determine appropriate administrative action required.  
  • Change computerized records as needed to pay or stop payment of benefits. 
  • Prepare a timely written decision to deny or allow benefits which clearly communicate the facts, conclusions and reasoning used to support the decision. 
  • Review monetary determination(s) for calculated maximum benefit amount and weekly benefit amount accuracy. 
  • Write detailed audit summary reports pertaining to all areas of the claim including, Basic Facts, Records Review, Base Period Wage Verification, Non-Separation/Separation Verification, Earnings, Claimant Questionnaire, Work Search/Union Contacts/Activities and Determination of Proper/Improper Payment. 
  • Enter audit results into the DOL UIRS utilizing and following prescribed DOL coding formats. 
  • Assemble audit files utilizing standard format and organizational guidelines. 
  • Meeting DOL Acceptable Levels of Performance for case completion timelines: Paid Claims - 70% within 60 days, 95% within 90 days. Deny Claims - 60% within 60 days, 85% within 90 days.
  • Attends Peer Reviews and Training Sessions conducted by the US Department of Labor as necessary.
  • Work independently to complete all duties assigned.
  • Communicate with Deputy Commissioner of UI, Director of UI, Agency Integrity, and other interested parties to address issues regarding improper payments found through BAM Audits.
  • Communicate with Regional and National Department of Labor staff concerning BAM issues.
  • Commitment to excellent customer service (including claimants, employers, and third parties).
  • Conduct formal federal reviews of benefit quality and timeliness each quarter.
  • Communicate with the UI Benefits Director and other UI Leadership to address issues regarding benefit timeliness quality found during BTQ reviews.

What You'll Need for Success:

Individuals in this role should minimally be able to articulate or demonstrate the following:

  • Ability to interpret, and apply Indiana Code, Indiana Administrative Code, UI Policy Letters and Federal Regulations as they apply to Unemployment Insurance. 
  • Ability to apply DWD Policies and Procedures. 
  • Vast knowledge of the UI process. 
  • Ability to use a personal computer and complex, specialized computer-based reporting software programs, and typing skills. 
  • Ability to review and analyze facts, identify those that are crucial, and reach a conclusion based on facts developed. 
  • Ability to learn, study, review, and apply new information. 
  • Ability to work in a production environment that relies on quick and correct analysis and decision-making to meet production goals. 
  • Ability to perform basic mathematical computations. 
  • Ability to prepare clear, concise, and grammatically correct written communications that gather facts or summarize and resolve issues. 
  • Skill in planning and organizing work to perform multiple, often conflicting, tasks and meet work deadlines. 
  • Proficient record keeping skills. 
  • Be willing to travel with an appropriate accommodation up to 5% for training and/or Federal Peer Reviews. 

A degree is not required. However, a High School Diploma or High School Equivalent (HSE) and at least 3+ years of adjudication experience or related work in unemployment insurance experience applying the outlined knowledge, skills, and abilities in a similar role may be considered.

Supervisory Responsibilities/Direct Reports:

This role may be utilized in a supervisory capacity based on agency needs.
