Technical Delivery Lead - (ServiceNow/DHS)

Position Title: Technical Delivery Lead (ServiceNow/DHS) w/ Active Top Secret or DHS Clearance

Location: Hybrid; Ashburn, VA.

Clearance: U.S. Citizen; Must have an active Top-Secret Clearance or DHS Public Trust Clearance.

InDev is seeking a Technical Delivery Lead to serve as the technical authority and engineering leader for a DHS ServiceNow contract. This is not a traditional project management role. You will lead the technical direction, architecture, and execution of ServiceNow applications while overseeing engineering teams and serving as the primary technical interface to the customer.  You will be responsible for driving engineering quality, making technical decisions, guiding architecture, and ensuring successful delivery of complex SaaS-based solutions in a federal environment.  

YOUR FUTURE DUTIES AND RESPONSIBILITIES

Customer Leadership & Engagement

• Serve as the primary point of contact for delivery teams to the customer
• Lead customer meetings including sprint reviews, status updates, roadmap discussions, and issue resolution
• Lead design reviews, solution discussions, and technical briefings
• Translate business objectives into actionable technical solutions

Delivery Ownership

• Own technical delivery outcomes (quality, scalability, performance)
• Ensure solutions are delivered on time, within scope, and with high quality
• Drive sprint planning, prioritization, and backlog refinement in collaboration with Business Analysts and Solution Architects
• Monitor progress, identify risks, and remove blockers
• Ensure alignment between customer requirements and technical implementation

Technical Expertise

• Maintain strong understanding of the product architecture, capabilities, and limitations
• Partner with Solution Architects to design scalable, high-quality solutions

Team Leadership

• Lead and mentor cross-functional team members
• Foster accountability, collaboration, and continuous improvement

Operational Excellence

• Track delivery performance using KPIs and metrics
• Drive process improvements across delivery workflows
• Ensure documentation standards and governance requirements are met

QUALIFICATIONS

• Bachelor’s Degree in Computer Science, Information Systems, or a related field
• 7 years of software engineering, architecture, and/or technical leadership
• Strong technical background (software engineering, systems architecture, or similar)
• Deep understanding of SaaS platforms (ServiceNow preferred)
• Experience with ServiceNow Government Community Cloud (GCC)
• Experience with KPI tracking, roadmap planning, scope definition, and timelines
• Experience leading engineering and cross-functional teams 
• Proven ability communicating complex technical concepts
• Customer-facing experience with enterprise clients
• Deep understanding of software development lifecycle (Agile/Scrum preferred)
• Strong problem-solving and decision-making skills
• Strong communication, presentation, and organization skills

NICE TO HAVES

• Proficiency in agile tools including Jira and Confluence
• Familiarity with Power BI, creating reports and dashboards
• Experience with Section 508, FISMA, and FedRAMP requirements
• Project Management Professional (PMP) Certification
• Scum Master Certification
