Primary Responsibilities
1. Advocacy Activation Series
Co-creation of measurement tools and implementation of those tools during the execution period. The consultant will design, pilot, and deploy a complete measurement suite across the 12-week program cycle, including:
Post-convening surveys: Feedback instruments administered following each convening to capture participant learning, engagement, and immediate application intent
Organizational Assessment Tool: A validated instrument measuring organizational advocacy readiness and capacity at program intake and key milestones
Individual module surveys: Brief learning-check instruments deployed after each curriculum module to track knowledge acquisition and relevance
Use-of-tool tracking: Usage and adoption tracking incorporated within the 60-day assessment to capture application of program tools in participants’ organizations
End-of-cycle survey: A structured reflection instrument capturing what participants learned across the full 12-week program cycle
60- and 90-day assessments: Longitudinal instruments measuring behavior change, knowledge retention, and organizational change following program completion
2. Center for Workforce Excellence & Sector Health Index
Indicator determination: Identify and validate workforce and sector health indicators using sector intelligence from field experts and current research
Tool component design: Design and develop tool components for the Sector Health Index and related workforce measurement instruments
Advisory Board participation: Serve in a structured role within Advisory Board processes, supporting indicator validation, expert input integration, and sector intelligence synthesis
3. IS National Summit 2026
Co-design, execution support, and post-event analysis of all Summit measurement and data capture activities, including:
Summit baseline surveys: Pre-event instruments establishing participant baselines across knowledge, attitude, and advocacy readiness dimensions
Pre-summit intensive surveys: Instruments designed for and administered to pre-summit intensive participants
Post-session and strategy lab surveys: Brief in-event feedback instruments capturing session learning and engagement across Summit programming
Check-in and attendance technology: Co-design and support implementation of technology systems for session check-in and attendance tracking
Interactive data gathering: Design and facilitate live, participatory data collection methods during Summit programming
Post-Summit survey: Comprehensive post-event instrument measuring overall Summit impact, participant outcomes, and organizational commitments
Qualifications
Required
MEL framework design across multiple program types and stages of development
Measurement tool design: surveys, organizational assessments, and longitudinal tracking instruments
Sector intelligence and indicator development, including longitudinal tracking frameworks
Equity-centered measurement design and data disaggregation
Translation of evaluation findings into structured knowledge products for diverse audiences
Experience working across complex, multi-stakeholder environments
Preferred
Familiarity with the U.S. nonprofit or charitable sector
Experience in a membership organization or field-building context
Proficiency with Salesforce, SurveyMonkey, JotForm, Asana, or SessionBoard
