Job Summary
The SVP of Network Development is an executive leader responsible for driving ilumed’s growth within value-based care models, including ACO REACH/LEAD and MSSP. This role leads enterprise-wide strategy for identifying, evaluating, and executing strategic partnerships with provider organizations, health systems, and other key stakeholders.
The SVP of Network Development partners closely with the Executive and Senior leadership to expand ilumed’s provider network footprint, strengthen market presence, and optimize performance under value-based arrangements. The role combines strategic business development, market intelligence, provider alignment, and financial acumen to support sustainable growth and long-term success in risk-based models.
Essential Job Functions
Strategic Growth & Business Development
- Develop and execute ilumed’s national and market-level business development strategy aligned with ACO REACH/LEAD and MSSP growth objectives
- Identify, evaluate, and prioritize new provider partnership opportunities, including physician groups, health systems, and ancillary providers
- Lead outreach, relationship development, and deal structuring with prospective partners
- Drive expansion into new and existing markets through strategic network development and alignment
Value-Based Partnership Strategy
- Structure and advance participation models within ACO REACH/LEAD and MSSP frameworks, including full and partial risk arrangements
- Partner with Clinical and Finance leadership to align incentives, performance expectations, and care model integration
- Ensure all partnerships support improved quality outcomes, cost performance, and compliance with CMS program requirements
Market Intelligence & Analytics
- Oversee market analysis including access, attribution potential, competitive landscape, and growth opportunity assessments
- Utilize financial and operational data (claims trends, utilization patterns, benchmark performance) to inform partnership strategy
- Support leadership decision-making with insights related to network performance, expansion opportunities, and risk optimization
Executive Partnership & Deal Leadership
- Lead end-to-end business development lifecycle including sourcing, evaluation, negotiation, and onboarding of partners
- Collaborate with Legal, Compliance, and Finance to structure agreements are aligned with CMS regulations and organizational strategy
- Serve as a senior representative of ilumed in executive-level discussions with provider organizations and external stakeholders
Network Strategy & Performance Alignment
- Provide strategic oversight of provider network composition to ensure alignment with population health goals and CMS requirements
- Evaluate network performance and recommend adjustments to improve attribution, access, quality, and financial outcomes
- Partner with Market Operations to ensure successful integration and ongoing performance of partners
CMS & Regulatory Alignment
- Ensure all growth and partnership strategies align with CMS requirements for ACO REACH/LEAD and MSSP
- Oversee readiness for CMMI timelines, participation requirements, and provider alignment processes
- Partner with Compliance leadership to mitigate regulatory risk and maintain program integrity
Cross-Functional Leadership
- Work closely with the Analytics teams to enhance data capabilities supporting growth strategy and partner performance
- Collaborate with Finance on forecasting, pro forma modeling, and ROI analysis for new partnerships
- Support M&A and strategic initiatives through provider/network diligence and integration planning
Executive Reporting & Governance
- Provide regular updates to executive leadership on pipeline activity, partnership performance, and growth strategy
- Identify risks, barriers, and opportunities, and recommend actionable solutions
- Contribute to Board-level discussions related to growth, network strategy, and value-based performance
- Other duties as assigned

- Demonstrated success in developing and executing growth strategies in population health or risk-based models
- Experience working with physician groups, health systems, and provider organizations in value-based arrangements
- Strong financial acumen, including experience with risk models, attribution, and cost of care management
- Proven ability to lead complex, cross-functional initiatives and external partnerships
- Bachelor’s degree required; MBA, MHA, or related advanced degree preferred
Skills and Experience

Salary : $220,000 - $260,000
