Position Marketing Statement

The Office of the State Fire Marshal (OSFM) is accepting applications to fill the position of Public Service Administrator, Option 1.  This position serves as the Central/Southern Youth Firesetting Interventionist Coordinator and Program Manager for the OSFM, providing prevention education/intervention and referral for children and families of Illinois to reduce the frequency and severity of fires set by youths.  Partnering with the Illinois fire services, this program provides a coordinated referral center for the assessment and treatment of youth at risk and their families, thereby slowing down the devasting results of fire setting.  The ideal candidate is comfortable in an educational/training role and has strong public speaking skills.  The ability to effectively communicate and professionally interact with the fire service and general public is of great importance to successfully execute the duties of this position.  As the Youth Firesetting Interventionist Coordinator of the Arson Investigations Division and employee of the State of Illinois, the selected candidate will have access to state healthcare, benefits and a pension plan.  We invite all qualified applicants to apply to join the OSFM team.

Essential Functions

  • On behalf of the Office of the State Fire Marshal (OSFM), serves as the Central/Southern Region Youth Firesetting Interventionist Coordinator (YFIC).
  • Serves as OSFM Central/Southern Youth Firesetting Interventionist Program Manager.
  • Compiles and organizes data for accurate reporting and metrics related to Youth Firesetting.
  • Collects and manages the compilation of data needed to respond to subpoena/Freedom of Information Act (FOIA) requests related to the central/southern program and works closely with agency FOIA officer.
  • As a member of the Arson Division, conducts and assists with OSFM employment background checks and internal investigations.
  • Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization.

Preferred Qualifications

  • Prefers OSFM Fire Investigator certification.
  • Prefers three (3) years of administrative experience conducting law enforcement investigations.
  • Prefers three (3) years of experience serving in a training/instructor role.
  • Prefers certification as a Juvenile Officer.
  • Prefers OSFM certification as an Instructor I or higher.
  • Prefers three (3) years of experience speaking before large groups and/or delivering training presentations.
  • Prefers three (3) years of experience in the utilization of MS Word, Excel, Outlook, PowerPoint, and Teams.

Conditions of Employment

  • Requires the ability to pass drug screening and background check with self- disclosure of criminal history.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
  • This position is considered light work as defined by the U.S. Department of Labor (20 CFR 404.1567(b)). Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds. This job may require a good deal of walking or standing, or involves sitting most of the time with some pushing and pulling of arm or leg controls.
  • Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
  • Requires certified status as an OSFM Arson Investigator Special Agent, OR successful completion of a full-time Illinois law enforcement academy.
  • Requires certification as a Youth Firesetting Interventionist within six (6) months of employment.
  • Requires ability to satisfy all continuing education or recertification requirements mandated by statute, rule, or the OSFM.
