Position Overview

The Division of Behavioral Health & Recovery is seeking to hire a Substance Use Fiscal Services Administrator to oversee contract support, development, analysis, management, and processing, as well as fiscal reporting, auditing, and grant accountability and transparency.  The Administrator oversees the contract process and provides support and assistance in resource development to program staff. The Administrator manages and executes the funding sources and budget for substance use programs.

Essential Functions

  • Serves as Substance Use Fiscal Services Administrator for the Division of Behavioral Health & Recovery (DBHR), overseeing contract support, development, analysis, management, and processing, as well as fiscal reporting, auditing, and grant accountability and transparency.
  • Serves as full-line supervisor. 
  • Directs, coordinates, and reviews the organization, administration, and maintenance of all DBHR substance use contract development and management functions. 
  • Manages, implements, and executes the funding sources and budget for DHS statewide substance use programs. 
  • Serves as a representative at meetings, conferences, and various functions, and makes recommendations for specific courses of actions for task forces, committees, etc. 
  • Monitors functions related to fund disbursement for providers.  
  • Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years college with courses in business, fiscal or accounting.
  • Requires four (4) years of progressively responsible fiscal or accounting experience in a public or business organization.

Preferred Qualifications

  • Five (5) years of professional experience in fiscal or budget management for a mental health, substance use or other human services public or private organization.
  • Five (5) years of professional experience working with accounting systems, such as Systems, Application, and Products (SAP).
  • Five (5) years of professional supervisory experience in managing personnel, assigning work, providing guidance to subordinates, recommending and/or implementing counseling and/or discipline activities and training staff.
  • Five (5) years of professional experience developing, interpreting and ensuring implementation of policies and procedures for a public or private organization.
  • Five (5) years of professional experience writing complex financial and/or budget reports.
  • Five (5) years of professional experience utilizing the principles of accounting and laws, rules and regulations relating to accounting systems and procedures, and federal regulations.

  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.

Term Appointment:
