Position Overview: 

Under administrative direction performs complex professional and advisory functions as Assistant Chief Information Technology Officer for the Property Tax Appeal Board. Coordinates and engages in the analysis, evaluation and execution of standards, procedures and techniques necessary to develop and maintain complex management information systems, associated interfaces and user services.

Essential Functions

  • As principal assistant to Property Tax Appeal Board (PTAB) Chief Information Technology Officer, plans, implements and coordinates database administration and applications development. 
  • Keeps abreast of new developments in the IT field; maintains a broad knowledge of supported software and hardware. 
  • As a designated team leader, provides work leadership, guidance, training and direction to lower-level professional staff on projects of significant scope. 
  • Initiates inquiries of and develops a variety of regularly scheduled and ad hoc reports from, PTAB’s database by applying knowledge of its structure and fields. 
  • Serves as a technical support specialist and PTAB’s Telecommunications Coordinator. 
  • Uses Visual Studio software to maintain PTAB’s web sites intended for either internal or external users. 
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to four years of college with course work in computer science or directly related fields. 
  • Requires three years of professional experience in a related Information Technology field.  

Preferred Qualifications

  • Prefers 4 years of experience applying Information Technology concepts and principles, the theories and functions of computer systems, and the principles and techniques of Information Technology documentation. 
  • Prefers 3 years professional experience writing and presenting technical information to a broad audience. 
  • Prefers 2 years technical experience with the following systems and computer languages: Java, Eclipse, Microsoft SQL Server, SQL, T-SQL, IIS, Visual Studio, .NET, HTML, ASP, ASPX, CSS, JavaScript, JQuery, C#, Visual Basic, VBA, Acrobat, VoIP, and Microsoft Access. 
  • Prefers extensive knowledge of hardware and software, languages, and procedures to provide assigned technical and analytical services.

About the Agency

The Property Tax Appeal Board (PTAB or Board) is a quasi-judicial body made up of five Board Members appointed by the Governor, with the advice and consent of the Senate, and a professional staff to aid the Board. The PTAB was created in 1967 to provide an unbiased forum for taxpayers and taxing bodies outside of Cook County that are dissatisfied with property assessments. In 1997, the PTAB's jurisdiction was expanded to include all Counties in Illinois. The Board primarily considers appeals after decisions from County Boards of Review. The burden of proof before the Board is "a preponderance of the evidence" when market value is the basis of the appeal or "clear and convincing evidence" when unequal treatment in the assessment process is the basis of the appeal. The Board will only determine the correct assessment of property on appeal based on equity and the weight of the evidence. The amount of the tax bill or the tax rate used in the computation is determined by local county officials and may not be appealed to the Board. Likewise, the Board has no jurisdiction to exempt property from taxation.
