Position Overview

The Division of Behavioral Health and Recovery (DBHR) is seeking to hire an energetic and detail-oriented Grants Administrator to provide oversight to federal grants pursued and awarded, including, but not limited to the federally funded State Opioid Response (SOR) Grant. Plans, organizes, directs and evaluates the activities of the Grants Administration Office. Identifies federal and state human service funding opportunities. Consults with Grants Administration staff and management in the development and implementation of mechanisms and processes in coordination with fiscal, financial, budget, personnel specific to the governing of federal and state rules, policies and requirements as set forth in the IDHS contracts pertaining to management of federal discretionary awards.     

Essential Functions

  • Serves as Grants Administrator for the Office of Planning and Transformation, of the Division of Behavioral Health and Recovery (DBHR).
  • Plans, organizes, directs and evaluates the activities of the Grants Administration Office.
  • Identifies federal and state human service funding opportunities.
  • Consults with Grants Administration staff and management in the development and implementation of mechanisms and processes in coordination with fiscal, financial, budget, personnel specific to the governing of federal and state rules, policies, and requirements as set forth in the IDHS contracts pertaining to management of federal discretionary awards.
  • Serves as full-line supervisor.
  • Oversees the review of federal discretionary management reports and databases, ensuring corrective actions are developed to verify compliance of all governing federal discretionary award rules and policies.
  • Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years college with course work in business or public or administration.
  • Requires four (4) years progressively responsible administrative experience working with federal grants for a public or private organization.

Preferred Qualifications

  • Four (4) years of professional experience providing administrative oversight, project management and reporting of federal projects and awards in government or in human services administration.
  • Four (4) years of professional experience working with current practices and challenges in the behavioral health field.
  • Four (4) years of professional supervisory experience of professional level staff.
  • Four (4) years of professional experience overseeing the entire federal grant application life cycle, including planning, execution and tracking all deadlines and reporting requirements.
  • Four (4) years of professional experience working closely with behavioral health program managers, finance departments and leadership to gather information, develop accurate budgets and ensure proposals meet guidelines.

  • Requires basic proficiency in software applications such as Microsoft Office, Excel, PowerPoint and SharePoint.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine. 
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. Term Appointment
Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the Department of Human Services’s discretion.
