The Illinois Department of Public Health seeks a detail oriented, self-motivated professional with excellent interpersonal skills to serve as Discharge Data Manager. Manages the intake of statewide facility discharge data from Illinois healthcare facilities, ensuring appropriate quality control and data security measures. Maintains detailed documentation of the system workflow, analyzes data, and provides discharge data to meet a variety of user needs.

Essential Functions

• Using independent judgment, using analytical and systems design capabilities, takes the lead in evaluating and implementing the Discharge Data Set.
• Develops and implements reporting techniques to meet public information requirements of users. 
• Assists in coordinating the collection, review and maintenance of Patient Safety and Quality related data components.  
• Provides data compilation and analysis of confidential information to assist the Division staff in conducting local and state health research and planning activities. 
• Serves as working supervisor
• Confers with management to analyze, plan and resolve problems related to streamlining data systems delivery.
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

• Requires knowledge, skill and mental development equivalent to completion of four (4) years of college.
• Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in the field of information technology.

Specialized Skills

• Requires three (3) years of experience in data intake methodologies, data systems development, data management and data dissemination.

Preferred Qualifications

• Three (3) years of experience in data intake methodologies, data systems development, data management and data dissemination.
• Master’s Degree with emphasis in management information systems, data dissemination and data analysis.
• Three (3) years of professional experience with data intake and management using SQL. Skills in SQL include indexing and performance tuning ability to run SQL server complete, differential and transaction log backups.
• Three (3) years of professional experience with stored procedures, complex queries, correlated sub-queries, derived tables and Common Table expressions.
• Three (3) years of professional experience using healthcare administrative code (e.g., ICD-10CM) and CPT codes.
• Three (3) years of experience using statistical and/or informatics tools, preferably Excel, SAS or R.
• Three (3) years of professional experience using advanced methods of matching, linking and aggregating patient records from various data sources.

Conditions of Employment

• Requires appropriate, valid driver’s license.
• Requires the ability to travel in the performance of duties.
• Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
• This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
