Position Overview

The Office of Accountability is seeking an innovative leader to join our growing office.  The Office of Accountability has a supportive and collaborative environment and professional-level colleagues.  The Compliance Integrity Manager (SPSA option 1) position will have the opportunity to create and sustain new initiatives that enhance integrity, transparency, and accountability across DCEO programs, protecting both the Department and our stakeholders.    We encourage all qualified applicants to apply for this position.  

Essential Functions

  • Develops policy, goals, and objectives for the Department’s standardized approach to monitoring and reporting.
  • Serves as full-line supervisor.
  • Plans, coordinates, and directs the centralized grant monitoring function for grants identified to have an independent fiscal or programmatic monitoring review conducted by the Office of Accountability.
  • Manages and conducts periodic quality assurance reviews pertaining to communication to and from grantees regarding the results and the status of grantee’s required course of action from fiscal, programmatic, administrative, fraud/waste, and tax credit monitoring review findings.
  • Reviews the procedures, forms, databases, software applications, and correspondence used by Office of Accountability staff to perform, track and coordinate monitoring reviews, and risk and internal control assessments.
  • Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental equivalent to completion of four (4) years of college with a major in accounting, business, finance, public administration or professional auditing. 
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization, in grant monitoring or auditing. 

 

Preferred Qualifications

  • Prefers three (3) years of professional experience reviewing audits of sub awardees for compliance with state and federal rules. 
  • Prefers four (4) years of experience developing and implementing policies and procedures. 
  • Prefers three (3) years of experience creating detailed professional level reports.
  • Prefers four (4) years of experience working with Grant Accountability and Transparency Act (GATA) or Federal Uniform Grant Guidance. 
  • Prefers four (4) years of experience with grant administration, accounting, or finance. 
  • Prefers a master’s degree in business administration, public administration, accounting or finance.

Conditions of Employment

  • Requires completion of a background check and self-disclosure of criminal history.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Requires appropriate, valid driver’s license.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.

The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
