Position Overview

The Advanced Accountant position is responsible for performing professional accounting work focused on the administration of federal and state workforce grants.  This position will review reports, support grant managers, and serve as a subject-matter expert in the fiscal administration of federal and state grants.  A primary focus of this position is to organize, plan, and conduct fiscal monitoring reviews of the Illinois Department of Commerce and Economic Opportunity (DCEO) grantees that administer workforce programs.  The position will be responsible for supporting the DCEO’s Office of Employment and Training in its oversight of grants funded by the federal Workforce Innovation and Opportunity Act (WIOA) and other sources. The ideal candidate will be able to work independently and/or in teams to provide technical assistance and coordinate formal compliance monitoring.  We welcome interested applicants to apply.

Essential Functions

  • Performs professional accounting work, organizes, plans, and conducts the fiscal reviews through on-site fiscal monitoring of the workforce grantees and sub-grantees.
  • Organizes, oversees, and functions as a technical expert for routine fiscal and program monitoring.
  • Prepares detailed reports, which summarize the results of grantee agency fiscal monitoring.
  • Provides extensive and comprehensive on-site training and technical assistance through structured workshops or individualized consultation and workforce grantees in fiscal management. 
  • Utilizes detailed monitoring tools to conduct fiscal monitoring.
  • Provides information and training to the Office’s programmatic staff regarding specific financial aspects of grantee agency operations.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to the completion of four (4) years of college, with courses in business administration and accounting.
  • Requires two (2) years of professional experience in accounting, external auditing, budgetary planning and control or public accounting.

Preferred Qualifications

  • Prefers at least three (3) years of experience applying accounting and auditing theory, principles, methods and procedures fiscal review and monitoring.
  • Prefers at least three (3) years of experience applying laws, rules and regulations relating to state or non-state accounting or auditing procedures.
  • Prefers at least three (3) years of experience in monitoring grants to determine violations and noncompliance with the law and to detect and explain significant irregularities.
  • Prefers at least three (3) years of experience in reviewing grant reports to determine compliance with the fiscal terms and conditions of grant awards.
  • Prefers at least three (3) years of experience applying office methods, procedures, standard office accounting systems, databases, and tools.

Conditions of Employment

  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Requires completion of a background check and self-disclosure of criminal history.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
