Position Statement: The Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) is seeking to hire a motivated self-starter to serve as the Accountability Specialist. Under the direction of the Chief Accountability Officer (CAO), the selected candidate would ensure the Agency’s grant programs comply with the Grants Accountability and Transparency Act (GATA) and Administrative Rules & Regulations, and conduct reviews of Single Audits and supporting documentation submitted by IEMA-OHS sub-grantees in accordance with the GOMB Circular A-133 or successor governing policy. The Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) is a team of dedicated public servants who are committed to better preparing the State of Illinois for natural, manmade, or technological disasters, hazards, or acts of terrorism. IEMA-OHS coordinates the State's disaster mitigation, preparedness, response and recovery programs and activities, functions as the State Emergency Response Commission, and maintains a 24-hour Communication Center and State Emergency Operations Center (SEOC). The SEOC acts as lead in crisis/consequence management response and operations to notify, activate, deploy, and employ state resources in response to any threat or act of terrorism. IEMA-OHS assists local governments with multi-hazard emergency operations plans and maintains the Illinois Emergency Operations Plan. IEMA-OHS is also responsible for protecting Illinois residents from the potentially harmful effects of ionizing radiation, administering more than two dozen programs to protect citizens and the environment. Programs include extensive emergency planning and response efforts and training for local responders for accidents involving radiation; inspecting and regulating radioactive materials licensees; registering and inspecting radiation producing equipment and facilities statewide; accrediting medical radiation technologists; and certifying mammography facilities. IEMA-OHS also monitors 11 nuclear power reactors at six nuclear stations licensed to generate electricity in Illinois and inspects and escorts spent nuclear fuel shipments.

 

This position is a union position; therefore, provisions of the relevant collective bargaining agreement/labor contract apply to the filling of this position.

Essential Function

  • Serves as the primary function administrator for Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) state and federal grants, organizes, plans, executes, controls and evaluates the implementation of a formal agency-wide accountability system that encompasses the life cycle of a grant.
  • Works with Governor’s Office of Management and Budget (GOMB) and Grant Accountability and Transparency Unit (GATU) in the coordination and provision of assistance to grantees in connection with registration in the Statewide grant portal.
  • Manages the IEMA-OHS training and communication plan for the implementation of GATA, including the dissemination of training information to appropriate staff and the documentation of attendance.
  • Manages IEMA-OHS central inbox for grant-related emails and the central repository for grant files.
  • Aligns program operations on an intra-agency basis.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration..
  • Requires two (2) years of responsible administrative experience in a public or business organization.

Specialized Skills

  • Requires two (2) years of professional experience working with a grant management system such as AmpliFund, or a similar grant management system.
  • Requires two (2) years of professional administrative experience in grant administration.
  • Requires two (2) years of professional experience working with the Grant Accountability and Transparency Act (GATA).

Preferred Qualifications

  • Two (2) years of professional experience working with a grant management system such as AmpliFund, or a similar grant management system.
  • Two (2) years of professional administrative experience in grant administration.
  • Two (2) years of professional experience working with the Grant Accountability and Transparency Act (GATA).
  • Two (2) years of professional experience of grant reconciliation with Consolidated Year End Financial Report (CYEFR).
  • Two (2) years of professional experience developing routine and special reports to monitor grant activities.
  • Two (2) years of professional experience in accounting.
  • One (1) year of progressively responsible financial, accounting, or auditing experience in a private or public organization.
  • One (1) year of professional experience with 2 CFR 200.

Condition of Employment

  • Requires a criminal history check through the Illinois State Police.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
