Position Overview

This position is accountable for planning and directing the activities of the Physical Tests Unit to ensure aggregates, manufactured products, reinforcement, pre-cast concrete products, pipe, structural fasteners, pavement marking products, bridge paint, and other materials are acceptable for use in roadway and structure construction and maintenance on both state and local systems.

Essential Functions

  • Plans, organizes, and directs the activities of the Physical Tests Unit.
  • Establishes and supervises the implementation of the district standard of practice relating to material production inspection, manufactured product inspection, material usage, and material acceptance documentation review and validation.
  • Provides technical expertise and conducts research relating to manufactured products including their specifications, appropriate use, and acceptance.
  • Reviews plans, specifications, and special provisions, and makes recommendations prior to letting.
  • Ensures substantial compliance with department policies and specifications relating to aggregates and manufactured products.
  • Provides timely and practical solutions to aggregate and manufactured product problems encountered during the construction and maintenance of roadways and structures.
  • Assigns, trains, motivates, and evaluates staff.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees
  • Performs other duties as assigned.

Minimum Qualifications

  • Current registration as a Licensed Professional Engineer in the state of Illinois OR current registration as a Licensed Structural Engineer in the state of Illinois.
  • Five years of experience in civil engineering.

Preferred Qualifications

  • Supervisory experience.
  • Extensive knowledge of the principles and practices of civil engineering.
  • Extensive knowledge of manufactured products and aggregates.
  • Ability to develop and maintain cooperative relationships with departmental staff.
  • Good oral and written communication skills.

Conditions of Employment

  • Occasional districtwide travel with overnight stays.
  • Valid driver's license.
  • Overtime as needed.
  • Ability to do outdoor work in a variety of conditions including but not limited to construction sites, material production facilities, and roads open to traffic.
  • Requires completion of a background check and self-disclosure of criminal history.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
