The Tollway is a user-fee system – no state or federal tax dollars are used to support maintenance and operations. Operations are funded by toll and concession revenues.


Under the leadership of the Board of Directors and Executive Staff, the Tollway is committed to achieving the following goals: increase collaboration with regional transportation and planning agencies, promote the regional economy, maintain financial integrity, foster environmental responsibility and sustainability, maintain the safety and efficiency of the Tollway system, further transparency and accountability, enhance customer service, and maintain public trust.


In support of this vision, the Incident Manager manages and directs system wide Incident Management efforts to maximize System performance and reduce impact caused by crashes, incidents, and other emergency conditions. The Incident Manager reports to the General Manager of Maintenance & Traffic and oversees one Secretary III, two Lane Closure Technicians, one Management Operations Specialist and one Sign Shop Manager.

Essential Job Functions

Position Responsibilities


The responsibilities include but are not limited to:


• Identify personnel needs and participate in approval and selection process.

• Develop subordinates to ensure achievement of this Unit's objective to meet future departmental and Tollway needs

• Discipline subordinate staff in accordance with Tollway Policy and Procedure for performance related issues

• Plan incident response efforts in construction zones

• Manage the Tollway's patron towing and recovery program

• Review and provide operational input to all Maintenance of Traffic Plans for construction on the system

• Direct operations of Sign Shop and establish their priorities

• Procure materials and supplies in order to ensure their overall effectiveness through coordination with Authority Procurement Services Staff

• Supervise Contract Programs relating to Signing, Striping, and other Traffic Operations related contracts as needed.

• Gather notifications of all emergency incidents that impact roadway system performance.

• Guide incident response and clearance efforts – both directly or indirectly as required by the nature of the incident

• Approve daily lane closure requests and provides overall direction to Motorist Service Activities performed by Maintenance Approves daily lane closure requests and provides overall direction to Motorist Service Activities performed by Maintenance

• Perform post incident critiques with internal and external staff (such as Roadway Staff, Fire Departments, Illinois State Police, Tow and Recovery Operators, etc.) as needed to improve incident management

• Work with Traffic Operations Center and Dispatch Management Staff to enhance Incident Detection, confirmation and resource response and to ensure accurate information flow to median and senior staff is accomplished

• Approve Daily Lane Closures for both Contract Construction and Maintenance Operations

• Review and approve construction maintenance of traffic plans

• Provide regular benchmark reporting on Incident Management and other motorist services to measure system performance improvements

• Oversee the implementation of emergency services operations

• Supervise the Incident Management Training effort of all Maintenance & Traffic personnel

• Administer the Tollway's Traffic Generator and Information Signage Policy

• Manage and direct system wide signing including a full-service sign manufacturing facility

• Review and research all signage requests for supplemental Guide Signs along the Illinois Tollway

• Provide recommendations for approval / denial of requests to General Manager of Maintenance & Traffic based on Tollway Policy.

• Facilitate the fabrication and installation of approved signs.

• Perform other duties as assigned

Qualifications


Position Qualifications Education (Required)

• High School Diploma, G.E.D., or the Equivalent of Education and Experience


Education (Preferred)

• Associates Degree and Beyond


Skills and Experience (Required)

• Supervisory experience with multi-crew activities

• Significant knowledge of and familiarity with the Manual on Uniform Traffic Control Devices (MUTCD) and its application to high-speed limited access interstate

• Ability to successfully complete the ISC 300 and 400 certification program within 6 months of employment with the Tollway to continue employment

• Extensive knowledge of emergency roadway maintenance with 10 or more years of experience

• Familiarity with computerized maintenance management and scheduling systems

• Proven experience managing a sign manufacturing or related facility computer systems and personnel

• Availability to respond to major incidents on the system that impacts system performance 24 hours a day 7 days a week

• A strong background in all aspects of incident management and snow & ice control

Salary : $115,000 - $125,000
