Position Overview
The Illinois Department of Public Health is seeking a highly motivated individual to serve as
Assistant Deputy Director and Division Chief for Accounting Services within the Office of Finance and Administration. The individual will plan, organize, and execute all functions within the Division of
Accounting Services. The position interprets, reviews, organizes, and directs the formulation and implementation of department policy, rules, and regulations for the Office. At the direction of the
Deputy Director, acts on his/her behalf. Serves as a full line supervisor. We welcome all qualified candidates to apply today.

Job Responsibilities
1. Serves as the Accounting Services Division Chief, supervising the daily functions of the
Accounting Services Division to ensure that deadlines are met, and tasks are completed accurately.

Reconciles all expenditure accounts on a monthly basis with the Comptroller.
Provides guidance and training to all Accounting Services staff.
Completes monthly financial and activity reports for Agency personnel.
Advises units on improvement of current fiscal procedures, implementation of new fiscal policies, and training of accounting and administrative personnel.
Handles all vendor inquiries for payment and/or contract inquiries.

2. Under direction of the Chief Financial Officer, develops and implements Fiscal and Administrative policies and procedures.

Creates, develops, modifies, revises, and updates all processes and procedures guides for all accounting transactions performed by Agency personnel.
Coordinates and analyzes fiscal and budget systems for controls, policies, and procedures.
Reviews changing state and federal laws, procedures, and makes recommendations for or implements change in accordance with policy.
Develops, maintains, and administers a fiscal training program for senior staff, Division fiscal staff, and Accounting Services staff.
Assists Division staff with policy and procedure inquiries, questions, and/or other issues.
Acts as counsel to management and accounting staff for all offices of the Department, interpreting and applying principles of the Illinois Procurement Code, the State Comptroller
Act, State Travel Regulations and other statutory fiscal procedures to applicable Department personnel.
Acts as liaison with other state agencies such as the Department of Central Management
Services, Department of Innovation and Technology, Office of the Comptroller, Governor’s
Office of Management and Budget, Office of the Auditor General and Office of the Attorney
General.

3. Serves as Assistant Deputy Director, acts on behalf of the Deputy Director.

Consults with the Deputy Director and provides comprehensive integration and coordination of the Office activities and functions as they relate to Department operations.
Evaluates operations to align with Agency’s short- and long-term goals.
Travels to attend meetings and participates in various programs as requested.
Provides information and assistance to internal and external auditors and provides resolutions to any findings.
Serves as Department liaison for the Director of Public Health with the Comptroller, Treasurer, other relevant State agencies, Federal Authorities, and other entities.
Requests and maintains all user access IDs for all accounting and procurement systems and software.

4. . Serves as full-line supervisor.

Assigns and reviews work.
Provides guidance and training to assigned staff.
Counsels staff regarding work performance.
Reassigns staff to meet day-to-day operating needs.
Establishes annual goals and objectives.
Approves time off.
Adjusts first level grievances.
Effectively recommends and imposes discipline up to and including discharge.
Prepares and signs performance evaluations.
Determines and recommends staffing needs.

5. Performs review and approval of outgoing grant applications and budgets to assure grant funds are expended appropriately in accordance with Grant Accountability and Transparency Act (GATA) requirements as well as federal funding agencies if applicable.

6. Oversees the Financial Reporting Section and the Agency’s Financial Statements, including all required steps gathering, compiling, and annually presenting financial data on the Department operations in response to guidance from the Comptroller’s Office in accordance with the Single
Audit Act of 1984.

Works with and through subordinate accounting staff to maintain the annual preparation of two complex and highly technical accounting products, including the Generally Accepted
Accounting Procedures (GAAP) reporting, which includes all required steps in gathering, coordinating and compiling of GAAP information for annual submission to the Office of the
Comptroller, in accordance with applicable guidance and specifications.
Reviews and identifies amounts owed to the Department.
Reviews quarterly reporting of receivables.
Oversees preparation of billings or other notices of payments due.
Pursuant to the State Collections Act and CUSAS Chapter 26, oversees pursuit and collections of delinquent accounts and write-off of uncollectable amounts.
Under SAMS and statutory guidance, reviews remittance handling, validation, recording, deposit, reconciliation, and reporting of funds received by the Department for fees, licenses, and other sources in accordance with SAMS provisions and State statutes.

7. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications
Requires knowledge, skill, and mental development equivalent to completion of four years of college with courses in management, accounting, and/or budget.
Requires prior experience equivalent to four years of progressively responsible administrative experience in fiscal management functions in private/public agency.

Preferred Qualifications
Thorough knowledge of State government accounting rules and regulations.
Three years of approver-role experience using State’s ERP SAP system or similar SAP-based accounting system to process fiscal transaction or prepare financial reports.
Four years of experience developing, implementing, and interpreting departmental policies and procedures.
Three years of experience supervising employees, including experience in hiring, discipline, performance improvement, and performance evaluations.
One year experience with state GAAP procedures and reporting.
One year experience establishing, maintaining, and improving cooperative working relationships with various stakeholders.
One year leadership experience in public health programs.
One year experience in speaking to a varied group of stakeholders in representing and advancing the interests of the organization.
