Position Description for: Chief Operating Officer
I. Title: Chief Operating Officer
II. Reports to: Chief Executive Officer
III. Purpose: Provide assistance to centers concerning program services, oversee implementation of ICASA policies and procedures, and provide administrative support to the Chief Executive Officer. Supervise: Grants Director, Prevention Coordinator, and Office Manager.
IV. Classification: Exempt
PERFORMANCE RESPONSIBILITIES
A. Supervision, Planning & Oversight
1. Supervise and evaluate Grants Director, Prevention Coordinator, and co-supervise and evaluate Office Manager with Chief Executive Officer.
2. Work with Chief Executive Officer and Chief Financial Officer to develop grant budgets and deliverables which inform the annual budgets.
3. Collaborate with Chief Executive Officer and others to coordinate ICASA’s strategic planning process and other Coalition-wide or Administrative Office plans such as the ICASA Administrative Office Anti-Racism/Racial Justice Plan. Oversee implementation of these plans.
4. Work with Office Manager to maintain and update the ICASA Policy and Procedures Manual. Oversee implementation of ICASA policies and procedures.
B. Grants Management & Fund Development
1. Write applications to secure government funding in partnership with the Chief Financial Officer. Seek additional funding opportunities consistent with ICASA’s mission, purpose and strategic plan.
2. Write all required and requested progress reports for ICASA grants and funders. Serve as a primary grant contact with ICASA’s funders and ensure compliance with grant requirements.
3. Provide oversight, consultation, direction and assistance to Grants Director and Grants Team in implementing allocation processes for subgrantees, including monitoring and assessing the rape crisis centers’ grants management and service delivery.
4. Provide staff support to Contracts Review Committee and Program Committees.
C. Prevention Initiatives
1. Oversee ICASA’s state-level and center-level primary prevention initiatives.
2. Provide oversight, consultation, direction and assistance to Prevention Coordinator in the planning, implementation, and evaluation of ICASA’s sexual violence prevention efforts.
3. Collaborate with Chief of Staff and Training Institute Director to assist Prevention Coordinator with planning and implementation of training opportunities aligned with prevention efforts.
D. Executive Support and Operations
1. Work with Chief Executive Officer and other staff to develop and implement new program initiatives.
2. Collaborate with Chief Executive Officer and Office Manager to plan and provide staff support for Executive Committee and Governing Body meetings. Record meeting minutes and conduct follow up.
3. Consult with Chief Executive Officer and General Counsel on public policy initiatives, as needed.
4. Assist Chief Executive Officer with general correspondence and follow-up.
5. Represent ICASA at state and national level, as needed. Represent ICASA at meetings, trainings and other events, as appropriate.
E. Other
1. Perform other duties as may be necessary or assigned by the Chief Executive Officer.
2. Adhere to the philosophy and policies of the Illinois Coalition Against Sexual Assault.
QUALIFICATIONS & JOB REQUIREMENTS
Education: Bachelor's Degree. Relevant experience in a related field or comparable combination of career and life experience may be considered. Master’s degree is an asset.
Experience: Minimum of four years’ experience in program administration and/or fund development in a human services organization(s), and three years’ experience in grant writing. Minimum of three years’ experience supervising staff.
Job Knowledge: Ability to work with Chief Executive Officer to supervise and train staff. Ability to collaborate with senior level staff and supervise, support and mentor direct reports and other supervisees as needed. Ability to provide training and technical assistance. Ability to communicate clearly and accurately in oral and written form. Ability to evaluate service delivery to individual clients and the community. Be familiar with sexual assault issues from a feminist perspective.
Other Requirements: Completion of ICASA’s 40-hour training requirement. Ability to work independently. Ability to assist in decision-making through a group process. Ability to travel; have own means of transportation. Overnight travel, including statewide and national travel, required.
Job Type: Full-time
Pay: $87,500.00 - $97,500.00 per year
