This position is located in the Division of Administrative and Emergency Services, Office of Management Services, of the Indian Health Services (IHS) Headquarters in Rockville, Maryland.

A REAL ID will be required beginning May 7, 2025, in accordance with 6 C.F.R. 37.5 (2021).

Qualifications:

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples of specialized experience: coordinate disaster response or crisis management activities, such as ordering evacuations, opening public shelters, and implementing special needs plans and programs; Design and administer emergency or disaster preparedness training courses that teach people how to effectively respond to major emergencies and disasters; Review emergency plans of individual organizations, such as medical facilities, to ensure their adequacy; Maintain and update all resource materials associated with emergency preparedness plans; Conduct surveys to determine the types of emergency-related needs to be addressed in disaster planning or provide technical support to others conducting such surveys; Inspect facilities and equipment, such as emergency management centers and communications equipment, to determine their operational and functional capabilities in emergency situations.

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Responsibilities:

The primary purpose of this position is to ensure the development of public health and medical preparedness and response capabilities by leading and coordinating the relevant emergency management activities for the agency.
  • Coordinates and communicates Emergency Preparedness goals and activities with other Emergency Preparedness programs.
  • Provides sound advice and consultation on a wide range of functions affecting the overall public health, medical planning, response, and recovery activities; and participates nationally in planning efforts to improve the Indian Health Service's ability to support requests for assistance before, during, and after emergency response activities.
  • Identifies agency public health and medical resources and capacities, as well as geopolitical, economic, or other issues and threats in the agency that may influence or impede a rapid and effective health and medical response.
  • Provides education and information to assist Federal, State, Local, Territorial and Tribal and private sector authorities in understanding the roles, responsibilities, and capabilities.
  • Serves as Emergency Preparedness field liaison for grant and training participants with the Centers for Disease Control and Prevention, Health Resources and Services Administration, and Office of Domestic Preparedness.
  • Leads the development, implementation, monitoring, and maintenance of national IHS emergency preparedness policies, procedures, and activities.
  • Works with agency leadership
  • Formulate IHS emergency response plans across a wide array of potential emergencies.
  • Coordinates the national implementation and updating of emergency preparedness plans at all Indian Health Service hospitals and clinics and coordinates these activities.
