Position Overview: 

The Computer Hardware Engineer (Journeyman) is responsible for the design, testing, and support of computer and network-related equipment used across the U.S. Coast Guard Information Systems Division. This position plays a critical role in ensuring that hardware systems meet user requirements, comply with licensing agreements, and align with mission objectives. The engineer will participate in lifecycle hardware management, perform asset tracking, evaluate system performance, and contribute to procurement and compliance processes. Strong communication, documentation, and customer support skills are essential to success in this role. 

 

Key Responsibilities: 

• Research, design, develop, and test computer hardware and related components for use in commercial, industrial, military, or scientific applications. 

• Review existing computer systems for performance, machine capabilities, and user interface compatibility. 

• Prepare hardware requirements and technical specifications for acquisition and installation activities. 

• Ensure user requirements are clearly defined and aligned with proposed hardware solutions. 

• Supervise or support the manufacturing, delivery, or installation of computer equipment as needed. 

• Prepare and maintain documentation such as Standard Operating Procedures (SOPs), user guides, security plans, and performance logs. 

• Maintain accurate inventory of hardware and software assets, entitlements, and deployments to ensure license compliance and operational readiness. 

• Track, reconcile, and monitor software/hardware inventory utilization and generate reports for lifecycle and compliance planning. 

• Evaluate and respond to new software and hardware requests, ensuring proper licensing and alignment with organizational standards. 

• Utilize ITSM tools such as ServiceNow or Remedy to manage asset tracking and support incidents. 

• Provide technical support and root cause analysis for hardware-related incidents or performance concerns. 

• Support Agile DevSecOps processes and collaborate across engineering, logistics, and IT operations teams.

Job Requirements

Minimum Education and Qualifications – Journeyman Level: 

• Education: Bachelor’s or Associate degree in Computer Science, Information Technology, Math, or a related field; or a minimum IT Certification. (Two years of relevant experience is equivalent to one year of education.) 

• Experience: 

• Minimum of two (2) years of experience in software and hardware lifecycle management, including license tracking and inventory control. 

• Minimum of two (2) years of experience interpreting license contracts, end-user license agreements (EULAs), and associated terms and conditions. 

• Minimum of one (1) year of experience supporting IT software lifecycle processes, including procurement, discovery, and asset management. 

• Minimum of one (1) year of experience using ITSM tools such as Remedy Help Desk or ServiceNow. 

• Experience performing root cause analysis and technical troubleshooting. 

• Minimum of one (1) year of experience working in an Agile DevSecOps software and engineering environment. 

• Minimum of one (1) year of experience using collaboration tools such as Jira, Confluence, and Bitbucket or equivalent.
