Senior USPS Android Mobility & UEM Integration SME

Position Summary 

The Senior USPS Android Mobility & Unified Endpoint Management (UEM) Integration SME will lead technical activities required to integrate a Government Agency survey case-management mobile application ecosystem with United States Postal Service (USPS) Android mobile devices and associated USPS systems. This is a cross-agency mobile integration role spanning Government Agency Microsoft Intune, USPS SOTI UEM, Android Enterprise, application packaging and deployment, identity, networking, cybersecurity, telemetry, testing, data integration, and production readiness. 

The solution must allow a USPS employee to use the same mobile device for normal postal duties and Government Agency field work while maintaining Federal, USPS, and Government Agency security, privacy, and enterprise-architecture requirements. The environment is expected to operate at very large scale, with hundreds of thousands of mobile devices receiving and sending data daily across a mobile ecosystem shared by two Government agencies. 

Key Responsibilities 

• Serve as the senior mobility SME for integration of Government Agency applications, services, and configurations with USPS Android devices and associated systems. 

• Assess USPS and Government Agency mobile architecture, device types, Android versions, UEM configurations, application-delivery mechanisms, network dependencies, identity services, security boundaries, and operational processes. 

• Engineer and support application distribution using USPS SOTI UEM and/or Government Agency Microsoft Intune, as applicable to the approved integration architecture. 

• Support Android Enterprise enrollment, provisioning, staging, configuration, application management, compliance, device policy, patching, monitoring, and lifecycle-management activities. 

• Support the Government Agency Microsoft Intune environment across enrollment architecture, mobile application management, compliance policies, security baselines, reporting, device lifecycle, and enterprise integrations. 

• Design application coexistence and isolation so USPS operational applications and Government Agency applications can securely operate on the same field device. 

• Support application packaging, managed configurations, application deployment, configuration profiles, release management, version control, rollback, and production promotion. 

• Design and validate SSO, MFA, device identity, user authentication, authorization, Conditional Access, certificates, and related controls required to move between USPS and Government Agency application contexts. 

• Coordinate device enrollment and application-release / configuration-management activities between the Government Agency and USPS organizations. 

• Support Android application signing, certificates, secure storage, keystores, permissions, device restrictions, managed configurations, and secure application lifecycle management. 

• Design and validate encryption for data at rest and in transit, including approved cryptographic protocols and secure handling of sensitive information. 

• Design and test VPN, secure tunnel, private connectivity, or other secure network-access requirements. 

• Develop and validate secure APIs and standardized interfaces between Government Agency applications, Government Agency enterprise services, and USPS systems. 

• Establish or support methods for collection of security, device, application, and performance logs for auditing, monitoring, alerting, and incident response. 

• Integrate mobile telemetry with Government Agency and USPS enterprise logging, monitoring, and security-operations capabilities. 

• Support data integration between Government Agency and USPS systems where required. 

• Conduct functional, integration, identity, cybersecurity, device, performance, scalability, failover, production-readiness, and end-user workflow testing. 

• Validate that Government Agency applications can operate without adversely affecting normal USPS delivery-device functions and operational workflows. 

• Support evaluation and testing of new or replacement USPS mobile devices as hardware and Android platforms evolve. 

• Develop deployment procedures, configuration baselines, rollback procedures, runbooks, support procedures, interface documentation, and production-readiness criteria. 

• Coordinate technical work across the Government Agency's OCIO and program teams, USPS engineering and security teams, application developers, identity teams, network teams, and external vendors. 

Required Qualifications 

• 8 years of enterprise mobility, mobile engineering, UEM/MDM, endpoint engineering, Android engineering, or related experience. 

• Deep hands-on Android Enterprise experience in a corporate or Government environment. 

• Experience managing large enterprise Android device fleets. 

• Hands-on experience with SOTI UEM and/or Microsoft Intune; candidates with demonstrated experience in both platforms are strongly preferred. 

• Strong Microsoft Intune knowledge including Android enrollment, configuration profiles, compliance policies, application deployment, MAM, Conditional Access, security baselines, and reporting. 

• Experience deploying and supporting line-of-business Android applications through enterprise UEM platforms. 

• Experience with device enrollment, staging, configuration, application lifecycle, OS/security updates, remote lock/wipe, inventory, compliance, and retirement. 

• Strong understanding of mobile-device security, Zero Trust, identity, certificates, encryption, secure networking, and application isolation. 

• Experience integrating UEM/MDM with Entra ID, IAM, PKI, SIEM, monitoring, ITSM, and enterprise security platforms. 

• Experience with REST APIs and systems integration. 

• Experience conducting performance, scale, resiliency, failover, and production-readiness testing. 

• Strong troubleshooting skills across Android OS, application, identity, network, UEM, and backend-service layers. 

• Working knowledge of NIST security controls, CISA Zero Trust guidance, CIS benchmarks, and federal information-security requirements. 

Highly Preferred Qualifications 

• Experience with Zebra enterprise Android devices, particularly TC7x-series devices or similar rugged handheld platforms. 

• Experience supporting postal, logistics, transportation, package-delivery, warehouse, or other large distributed field-workforce environments. 

• Experience with Zebra Mobility DNA, OEMConfig, MX, StageNow, DataWedge, or comparable rugged-device enterprise capabilities. 

• Experience with SOTI in large rugged-Android deployments. 

• Knowledge of GPS, barcode scanning, cellular/LTE/5G, Wi-Fi, Bluetooth, and rugged field-device peripherals. 

• Experience operating devices with multiple business personas or mission applications on the same endpoint. 

• Experience with Microsoft Defender, Entra ID, ServiceNow, and enterprise monitoring / logging integrations. 

• Federal mobility, Title 13, PII-sensitive, or similarly regulated environment experience. 

• Relevant certifications in Android Enterprise, Microsoft Intune, SOTI, Zebra, mobility, networking, or cybersecurity. 

Program Context 

The Government Agency is evaluating a cross-agency operating model in which USPS personnel may perform Government Agency field work while conducting postal duties. The technical objective is to enable a Government Agency survey case-management application and associated services to operate securely on USPS Android devices, using Government Agency Microsoft Intune where needed and the USPS SOTI UEM platform, while supporting enrollment, identity, application deployment, secure connectivity, logging, testing, failover, and transition to production operations.
