Job Description

Idaho National Laboratory is hiring a Performance Assurance Analyst to work on our Facility & Site Services Performance Assurance team. Our team works a 9x80 schedule located out of our Idaho Falls facilities with every other Friday off. This position does require regular travel to the site.

At Idaho National Laboratory, you'll serve as a critical link between data and decision-making—building KPI frameworks, developing dynamic leadership dashboards, and conducting programmatic assessments that keep Idaho National Laboratory's operations performing at their peak. You'll lead post-event investigations, implement corrective actions, and manage issues across mission centers, serving as the liaison between individual contributors and senior leadership. Your ability to identify adverse trends before they become problems will directly protect Idaho National Laboratory's mission and strengthen compliance with DOE requirements.

Essential Job Functions And Responsibilities

  • Perform programmatic assessments and post-event investigations while supporting leadership in developing appropriate and sustainable corrective actions.
  • Work with leadership to assess programmatic health and identify mitigations for risks and corrective actions for identified and self-revealing conditions.
  • Implement all aspects of Performance Monitoring and Analyses, including Issues Management, Self-Assessment, Lessons Learned, Management Observations, and event analyses.
  • Develop and monitor existing Performance Assurance Key Performance Indicators (KPIs) and driving improvements in those metrics, analyzing various sources of operational data to proactively identify trends adverse to mission accomplishment and overall impact of the supported directorate, developing dynamic dashboards representing operational and financial performance to Sr. Leadership, identifying process improvements in operations and process flows, and developing schedules to track accomplishments toward annual program goals supporting the overall Enterprise Risk Management and Management Review Meeting (assessment of organizational performance and health) approach.
  • Implement program(s) within the assigned directorate utilizing established processes and tools.
  • Support data entry, report generation, data tracking, email reminders, document attachment, assessment generation, information gathering, minute taking, and other coordination activities as assigned.
  • Support condition screening for noncompliance issues, assigning trend codes, and owning mission centers as directed.
  • Promote communication between individual contributors, directorate leadership, the Performance Management organization, and external customers and working groups. Work with leadership to both inform and mitigate identified risks as appropriate.
  • Review performance and operational data sources to identify adverse trends and risks to mission accomplishment.
  • Define Performance Assurance expectations of program(s) as well as provide the process, tools, training, and program support to implement an effective program across all INL mission centers/organizations to ensure compliance with applicable DOE order(s) and provide analysis that enables INL leadership to make risk-informed decisions.
  • May implement an effective risk-based approach to protect INL security assets and activities against the consequences of attempted theft, diversion, terrorist attack, industrial sabotage, radiological sabotage, chemical sabotage, biological sabotage, espionage, unauthorized access, compromise, and other acts having an adverse impact on national security or the environment.
  • May participate in inspections and assessments of equipment and processes to identify issues and risks, identifying corrective actions, and work with line management to ensure effective closure of actions as well as to ensure maximum usage of program budgets. Work may focus on one of many areas, including LabWay, Contractor Assurance, Management Observation Program, Issues Management Program, Process Safety, Change Control Process, Process Safety Inspection.

Minimum Requirements

  • Level 3: Bachelor's degree and 5 years of relevant experience OR Master's degree and 2 years of relevant experience.
  • Level 4: Bachelor's degree and 9 years of relevant experience OR Master's degree and 6 years of relevant experience.
  • This position requires the ability to obtain and maintain a Department of Energy "L" clearance, which requires US Citizenship.

Preferred, Not Required

  • Working knowledge of various software programs, including SharePoint, Asset Suite, BDSIS, DeVon Way tools, OpexShare, Word, PowerPoint, and advanced level Excel skills required.
  • Understanding of contractor assurance processes, and have a general knowledge of work control processes and can be qualified as a Lead Assessor, Critique Leader, Cause Analyst, or PAAA/NTS Screener and have Human Performance Improvement (HPI) knowledge.
  • Demonstrated experience applying process improvement methodologies (e.g., Lean, Six Sigma, or continuous improvement frameworks) to enhance operational efficiency and effectiveness.
  • Experience with process mapping, and performance optimization techniques to identify and implement sustainable improvements.
  • Proven ability to lead or support continuous improvement initiatives resulting in measurable outcomes related to safety, quality, cost, or schedule.
  • Relevant professional certifications (e.g., Lean Six Sigma Green Belt or higher, or similar) are desirable.

Physical Requirements

While performing the duties of this classification, the employee is frequently required to stand, walk, sit, stoop, kneel, bend, and work in an office environment and in operational/research areas. The job requires hand/finger dexterity to keyboard or type, handle materials, manipulate tools, and reach with hands and arms. The job requires the operation of office equipment. The employee may occasionally lift and/or move up to 35 pounds. Sufficient visual acuity and hearing capacity to perform the essential functions and interact with people is required. Job Information

  • The pay range for this position is: Level 3 ($79,344 - $162,732) / Level 4 ($95,256 - $195,288). At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.
  • Multi-Level: This is a multi-level posting and you will be placed at the appropriate level dependent on depth and breadth of proven experience and skills.
  • TDP: This is a testing designated position; you will be required to submit to a pre-employment drug screen and periodic drug testing throughout the term of your employment.
