The Idaho National Laboratory is seeking a Financial Analyst. This position serves as the liaison between lab operations and Business Management to ensure contract compliance in all financial matters by providing guidance on cost accounting standards, funding determinations, purchasing requirements, contract modifications, agreements with external partners, material requests, and invoice approvals. This role reports to the Business Manager of the hiring organization.
This position(s) is onsite and may be based at either of the two sites below.
While performing the duties of this classification, the employee is frequently required to stand, walk, sit, stoop, kneel, bend, use hands to handle materials, manipulate tools, keyboard and type, reach with hands and arms, and operate job related equipment. The employee must occasionally lift and/or move up to 25 pounds. Sufficient visual acuity and hearing capacity to perform the essential functions and interact with people is required. This position(s) is onsite and may be based at either of the two sites below.
- Idaho Falls offices on a 9x80 schedule (every other Friday off), or
- INL desert site facilities on a 4x10 schedule (every Friday off)
- Lead/assist Work Scope Managers in developing and implementing direct or indirect project baselines.
- Develop resource-loaded schedules, establish work breakdown structures as needed, open and close charge number structures, and ensure appropriate earned value criteria are applied.
- Ensure that all identified resources are appropriately costed using approved laboratory rates.
- Prepare various weekly and monthly status reports, as well as support and lead special requests (e.g., schedule and cost performance reports, fund status reports, trend reports).
- Monitor cost and commitments against available authorized funding.
- Support Work Scope Managers to ensure costs are appropriate for the scope and provide detailed data to support decision making.
- Prepare sales forecasts and supporting staffing plans and report status against those plans.
- Maintain various weekly and monthly project baselines by obtaining monthly status, reviewing variances, and working closely with laboratory project management systems.
- Assist in the development of proposals and transmittals and cost out estimated resources with appropriate laboratory rates.
- Coordinate and support year-end/year-start activities and special requests as communicated by the cognizant Business Manager/Lead.
- Level 3: Bachelor’s degree and 5 years of relevant experience OR Master’s degree and 2 years of relevant experience with a Degree in Finance, Business, Economics, Accounting or related field.
- Level 4: Bachelor’s degree and 9 years of relevant experience OR Master’s degree and 6 years of relevant experience with a Degree in Finance, Business, Economics, Accounting or related field.
- This position may require a Department of Energy "L or Q" clearance depending on work location, which requires U.S. citizenship and the ability to obtain and maintain such clearance.
- The pay range for this position is: Level 3- Salary Grade 430 ($66,504- $136,356)/ Level 4-Salary Grade 440 ($79,344 - $162,732).
- At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials
- Multi-Level: This is a multi-level posting and you will be placed at the appropriate level dependent on depth and breadth of proven experience and skills.
