Position:

The Idaho Department of Environmental Quality (DEQ) is hiring a Records Program Lead - Analyst 3 for the State Office in Boise.

Salary Range: $32.00-$34.50

Responsibilities:

· Records Management Program Administration:

- Lead and manage DEQ’s records management program and electronic document management system (EDMS), ensuring official records are created, maintained, retained, and disposed of in compliance with state and federal laws.

- Plan, coordinate, and implement records management and technology initiatives using project management principles to improve business processes and operational efficiency.

- Serve as the subject matter expert by providing guidance, training, and technical assistance to staff statewide.

- Maintain records indexes, file structures, document libraries, and retention schedules.

- Coordinate records retention and disposition activities with agency programs and the Idaho State Archives.

· Public Records Request Program Administration:

- Lead and manage the public records request (PRR) program, ensuring requests are processed accurately, consistently, and in compliance with Idaho Public Records Law and agency policies.

- Oversee PRR procedures, public-facing resources, and statewide training to support timely, legally compliant responses and consistent agency practices.

· Records and Information Management Technology:

- Lead the evaluation, recommendation, and implementation of records and information management solutions that improve efficiency, compliance, and customer service.

- Research emerging technologies and best practices and oversee the implementation of enhancements to the EDMS, workflow automation, public records request software, and other information management tools.

· Policy, Process, and Program Development:

- Develop, implement, and maintain records management policies, procedures, standards, business processes, and training programs that strengthen the records governance program.

- Promote consistent records management practices, ensure compliance with applicable laws, and support the successful adoption of new systems and processes.

Minimum Qualifications:

Possession of a bachelor's degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management field OR any combination of education and/or experience equivalent to a typical four (4) year bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis and preparation of reports and written documents for at least two (2) years can substitute for one (1) year of college.

AND

At least four (4) years' experience managing and implementing, projects or component(s) of programs that are environmental, regulatory, or administrative in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.

OR

Possession of a master's degree in any of the above fields AND at least two (2) years' professional experience managing and implementing or overseeing projects or component(s) of programs that are environmental in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.
