Focus: Residential Site Development Public Infrastructure (Utilities, Roadway & Earthwork)

Position Overview

Icon Construction & Development LLC is a well-established, family-owned heavy civil and residential contractor based in West Linn, Oregon. We are seeking an experienced Civil Construction / Excavation Superintendent who can successfully lead both residential land development projects and public infrastructure work throughout the Portland metro area, greater Oregon, and SW Washington.

This role will oversee complex underground wet and dry utility installations, mass grading, roadway construction, and large-scale site development for private residential developers as well as public agencies (cities, counties, ODOT, special districts, and Clean Water Services). The ideal candidate is a strong field leader who can manage multiple crews, drive schedule, control costs, maintain high-quality workmanship, and deliver projects safely and on time in both private residential and public works environments.

Key Responsibilities

  • Provide daily field leadership and direction on residential subdivision development and public infrastructure projects typically valued from $5M–$50M .
  • Lead excavation, mass grading, structural fill, and underground utility installation including water mains, sanitary sewer, storm drain, reclaimed water, ductile iron, PVC, HDPE, RCP, wet wells, force mains, conduit banks, and joint-trench dry utilities.
  • Interpret and enforce contract plans, specifications, RFIs, submittals, and jurisdictional requirements for both private developers and public owners (ODOT, City of Portland BES, Clean Water Services, Clackamas County, Washington County, Lake Oswego, Wilsonville, Tualatin, Beaverton, Hillsboro, and others).
  • Build and maintain 3-week look-ahead schedules; input daily diaries, time cards, quantities, and cost codes using HCSS HeavyJob and HCSS Plans.
  • Coordinate subcontractors, material deliveries, equipment, owner-furnished materials, third-party testing, and inspection.
  • Proactively identify constructability issues, utility conflicts, differing site conditions, and legitimate change-order opportunities.
  • Enforce rigorous safety standards (OSHA 30, trench/excavation competent person, confined space, crane/rigging) and uphold Icon’s zero-incident culture.
  • Conduct daily huddles, weekly toolbox talks, and subcontractor coordination meetings.
  • Track and report daily production quantities accurately for cost control and payment applications.
  • Secure and maintain required permits, traffic control plans, SWPPP compliance, dewatering permits, and night/weekend work approvals.
  • Maintain complete as-built documentation, potholing logs, hydro-vac records, and material test reports.
  • Mentor and develop foremen, pipelayers, operators, and laborers into stronger field leaders.

Required Qualifications

  • Minimum 8–10 years of progressive field supervision experience as a Superintendent on utility, roadway, and site development projects in Oregon or SW Washington.
  • Strong hands-on experience with deep excavations, shoring systems, dewatering, and large-diameter pipe (RCP, DIP, PVC, HDPE).
  • Proven track record delivering both private residential land development projects and public works contracts (cities, counties, ODOT, Clean Water Services, or special districts).
  • Working knowledge of Oregon Standard Specifications for Construction, local municipal standards, and prevailing wage / Davis-Bacon requirements.
  • Current OSHA 30 and Competent Person certifications (or ability to renew within 30 days).
  • Proficiency with HCSS HeavyJob (required).
  • Clean driving record and ability to pass background checks for secure or public sites.

Preferred Qualifications

  • 10 years total experience with at least 5 years as a dedicated Utility / Excavation / Site Development Superintendent in the Portland metro area.
  • Experience with large-diameter transmission mains, lift stations, or complex wet utilities for Clean Water Services, City of Portland BES, or Tualatin Valley Water District.
  • Demonstrated success managing residential subdivision grading, utility installation, and roadway construction for private developers.
  • Bilingual (English/Spanish) is a plus.

Compensation & Benefits

  • Hourly rate: $42.00 – $55.00 per hour (DOE)
  • Overtime paid at time-and-a-half over 40 hours
  • Prevailing wage / Davis-Bacon supplement on public projects

Work Environment & Location

Full-time field position based out of our West Linn, Oregon office. Projects are primarily located in the greater Portland metro area and throughout Oregon/SW Washington. Expect 50–60 hours per week during peak seasons, with occasional night and weekend work as required by the schedule or owner.
