The primary purpose of this position is: To serve as the AETC Security Specialist, functional expert and advisor, for all AETC Sensitive Compartmented Information (SCI) security matters and to protect the command from espionage, terrorism, and threats of unauthorized disclosure and/or compromise of information considered vital to Air Education and Training Command (AETC) mission interests.

Qualifications:

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include:
knowledge of a wide range of security concepts, principles, and practices which include Executive Orders, National Security Directives, Intelligence Community Directives (ICDs), DoD manuals and directives, and AirForce Instructions and Manuals (AFIs/AFMANs); to include agency and MAJCOM-supplemented manuals or operating instructions pertaining to SCI and personnel security programs. Incumbent must have thorough knowledge and understand the process of establishing, maintaining, and managing SCI billets, review billet justifications adequacy, prepare supporting documentation for AETC/A2 signature, monitor USAF and contractor SC indoctrinations and debriefs, and prepare sensitive personnel security reports. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:


1. Knowledge of a wide range of security concepts, principles, and practices to review, independently analyze and resolve difficult and complex security problems; apply policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls.

2. Knowledge of required security training concepts, programs, procedures and practices to assist managers in complying with established security programs.

3. Knowledge of security programs interrelationships to coordinate the objectives and plans of two or more specialized programs to support and promote information sharing and strategies.

4. Skill in developing, analyzing, and evaluating multiple security programs (Personnel, Physical, and Information) to meet mission requirements and improve organization security programs.

5. Ability to establish effective progression working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.

6. Ability to communicate orally and in writing, clearly, concisely, and accurately to a large range of audiences

CONDITIONS OF EMPLOYMENT CONTINUED:
Department of Defense Security Fundamentals Professional Certification (SFPC) conferral is required within 2years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification and AFI 36-2645, Security Professional Certification and Development. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative.

The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assign


PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:

DUTIES

DUTY 1: Critical Directs and manages the MAJCOM SCI Personnel Security Program. Ensures secure accomplishment of the enterprise's missions, goals and objectives through proactive application of security principles, policies, and practices. Provides expertise and technical guidance to the MAJCOM Senior Intelligence Officer (SIO), MAJCOM staff, Chief, Special Security Office (SSO), subordinate commands and field units, and DoD defense contractors. Responsible for implementation of applicable Executive Orders, National Security Directives, Intelligence Community Directives (ICDs), DoD manuals and directives, and Air Force Instructions and Manuals (AFIs/AFMANs) governing eligibility for and protection of SCI.


DUTY 2: Manages the Security Information Files (SIF) Program actions for all SCI indoctrinated personnel under the purview of the MAJCOM SSO; serves as MAJCOM SCI Scattered Castle and Joint Personnel Adjudication System (JPAS) account manager; oversees the Special Purpose Access (SPA) program. Acts as sole MAJCOM focal point for SIF actions. Provides the SIO with essential, critical information and guidance concerning sensitive personnel security information,


DUTY 3: direction to subordinate assigned organizations/activities/units on physical security program matters. Provides enterprise oversight to subordinate organizations on the visitor agreement process to ensure effective management of their program. Reviews pre-coordination requirements and recommends approval/disapproval prior to the construction of new SCIFs to include concepts of approval, fixed facility checklists, and formal accreditation.

DUTY 4: Manages the Information Security Program. Enforces operational, functional, and mission assurance aspects of the program for AETC Information Security Programs. Develops and promulgates the Security Education and Training Awareness (SETA) program as required by DoD 5105.21-V3, AFMAN 14-304, the Director of National Intelligence, Defense Intelligence Agency (DIA), and HQ USAF/A2; oversees unauthorized disclosure training and awareness; administers foreign travel brief. Responsible for the creation, distribution, and accountability of the command-wide personnel security, education and training portion of the AETC MAJCOM SSO Proficiency Training Program (to This position is a Defense Civilian Intelligence Personnel System (DCIPS) position aligned under authorities of Section 1601, Chapter 83 of Title 10, United States Code and DoD Instruction 1400.25-V20
