This position is for the National Weather Service (NWS) Office of Science and Technology (OSTI). Within OSTI, the Social, Behavioral, and Economic Sciences (SBES) Program assists with the integration of social, behavioral, and economic sciences (collectively referred to as "social science”) into NWS products, services, and data can improve decision-making by making information easier to understand and more relevant to the users' decision-making needs.
NWS' evolution toward Impact-Based Decision Support (IDSS) requires NWS to understand the bigger picture of the societal impacts of environmental phenomena. Moreover, NWS must use knowledge gained from social science research to better understand the relationship between environmental information and decision-making within the broader society. Recent social science successes point to significantly better user response that results in lives saved and impacts minimized.
This hybrid position will be responsible for planning, designing, and conducting original technical studies and programs of economic and statistical analysis and research concerning various activities within the NWS.

Responsibilities:
- Through economic analysis, helping OSTI understand and quantify the societal and economic benefits NWS brings to the nation
- Assisting OSTI in communicating the return on investment to the general public
- Measuring outcomes and improving performance within the organization
- Provide program coordination, support, and execution of SDE projects; manage relationships with end users, and operational personnel; data collection activities; plan meetings; present findings from projects; assist with the review of research proposals; and complete administrative duties.
- Initiate research projects and conduct socioeconomic research including: defining problems, conducting literature reviews, developing research methodology, collecting data, analyzing results, creating data visualizations, and writing reports
- Prepare socioeconomic data for analysis, conduct statistical tests, and interpret and communicate results
- Retrieve data from APIs, FTP and HTTP servers, and other primary or secondary sources
- Work with geospatial data and have knowledge of Esri ArcGIS software
- Provide general support to branch leads and program leads.
- Respond to data calls and general taskers efficiently.
- Conduct quantitative social science research.
- Individuals should possess one of the following: Ph.D. or Masters, in Economics or Social Science
- 3 years of specialized experience in at least one social science field such as economics, econometrics, demography, computational social science, and/or data science.
- Have advanced programming skills in Stata, R, or Python
- Knowledge of SmartSheet, Google Workspace, ESRI Products, Statistical Software Packages, and Microsoft Office.
- Examples of qualifying experience include individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions, and report preparation; supervisory or project coordination assignments involving a staff of professional economists and requiring the evaluation and interpretation of economic information.
- Experience with communication and collaboration with stakeholders across multifaceted organizations, identifying opportunities, communicating findings, and delivering actionable insights.
