Description:
IBSS is seeking a detail-oriented professional to support enterprise-wide project, program, and portfolio management efforts. This role involves standardizing project practices, maintaining documentation, and supporting schedule and cost tracking, with a focus on CIO strategic initiatives.
The candidate will also contribute to compliance and governance by assisting with internal audits, managing Plans of Action and Milestones (POAs & Ms), and supporting Data Call compliance. Additional responsibilities include coordinating meetings, taking notes, and developing presentations to ensure clear communication and alignment among stakeholders throughout the project lifecycle.

Key Responsibilities:
- Develop an enterprise-wide, consistent, standard, and improving approach to project, program, and portfolio management.
- Support scope management and requirements management activities for assigned projects including business applications
- Maintain requirements management plans, requirements traceability matrices, work breakdown structures, and change logs for assigned projects.
- Support and perform project management activities through initiation, planning, execution, monitoring, control, and closing
- Plan and maintain project schedules and cost information, with a particular emphasis on CIO strategic projects.
- Institute a tailoring approach to project management and program management, the purpose of which is to adapt best practice standards to the unique needs of NTIA ITD project teams
- Provide presentations, communications, and meeting support
- Provide technical and logistical support for presentation development and editing based on information provided by the government
- Coordinate meeting invitations and scheduling based on information provided by the government
- Attend meetings identified by the government
- Record meeting notes and distribute to meeting attendees
- Support the management of Plans of Action and Milestones (POA & Ms) for assigned systems and projects
- Support Data Call compliance as needed
- Bachelor's degree in Business Administration, Project Management, Information Technology, or related field.
- Proven experience of 5 years in project management, preferably in a government or enterprise IT environment.
- Strong understanding of project management methodologies (e.g., PMI PMBOK, Agile, Scrum) and their application in diverse project environments.
- Excellent organizational and multitasking abilities with keen attention to detail. Effective communication skills, both verbal and written, with the ability to tailor communications to various stakeholders.
- Proficiency in project management tools and software applications.
- Ability to work effectively in a team environment and independently manage workload priorities.
- Project Management Professional (PMP) certification or equivalent.
- Experience supporting Federal IT programs or CIO initiatives
- Experience with requirements management tools and practices.
- Knowledge of NTIA or Department of Commerce environments
