GENERAL STATEMENT OF JOB
Under limited supervision, performs advanced accounting and financial reporting work of a complex nature. Work involves preparing, reconciling, analyzing, and maintaining a variety of financial records and reports for Parish Government. Position requires significant independent judgment, a thorough understanding of governmental accounting, and the ability to provide technical guidance to lower-level staff. Reports to the Director of Finance.
SPECIFIC DUTIES AND RESPONSIBILITIES
ESSENTIAL JOB FUNCTIONS
Accounting Technician III’s perform advanced accounting and financial reporting duties of a complex nature according to assigned work and/or supervisor. Duties may include the following:
- Processes and reviews a wide variety of financial documentation associated with accounts receivable, accounts payable, payroll, grants, and other financial activities.
- Processed business licenses and maintained accurate records of invoices and annual billing, ensuring compliance with regulatory requirements and timely renewals.
- Performs advanced reconciliations of complex accounts including interfund transfers, payroll liabilities, and prepares journal entries.
- Prepares detailed financial reports, workpapers, and supporting documentation for annual audit; coordinates with auditors and responds to audit requests.
- Monitors and reconciles federal and state grants, including revenues, expenditures, reimbursements, and reporting requirements.
- Reviews work prepared by Accounting Technician I and II staff; provides guidance, training, and technical support as needed.
- Assists in payroll processing and reporting, including reconciliation of quarterly and year-end tax filings; ensures accurate submission of reports such as W-2s, 941s, and unemployment compensation.
- Assists in developing, revising, and implementing financial procedures and internal controls to improve departmental efficiency.
- Communicates with supervisors, employees, other departments, Parish officials, banking personnel, vendors, auditors, other government agencies, and the public to coordinate work, review status of assignments, exchange information, and resolve problems.
ADDITIONAL JOB FUNCTIONS
- Provides backup for critical finance functions in the absence of other staff.
- Performs general administrative and office duties such as answering telephones, typing documents, making copies, filing, or processing mail.
- Operates a motor vehicle to transport banking transactions or perform other work duties.
- Performs related duties as required.
