GENERAL SUMMARY
Responsible for all relations between Organization and local and regional elected officials and entities. Responsible for communications, staff interface, research and the knowledge/history of cities in the area. This position also is responsible for leading the development and implementation of a regional leadership strategy for Organization.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Develops and implements short- and long-term strategy for communication with local and regional elected officials and their staff. Acts as liaison between Organization and city councils, city management staff, and communities both inside and outside the Organization Service Area.
Receives and reviews area cities council agendas and provides weekly reports to management on issues of importance to Organization. Advises Senior Management and Executive Office. May be required to attend council meetings and monitor or present on behalf of Organization. Plans and coordinates meetings, special events, briefings and tours between Organization staff and elected officials and their staff. Responds to requests for transportation-relatedinformation and constituency issues from internal and external affiliates, stakeholders, elected officials, community-based Organizations or nonprofit groups. Prepares presentations for city council briefings and related meetings and supports the President/Executive Director or his designee and Organization Board members. Gives Organization briefings to councils as assigned. Provides written and oral analysis of current efforts at the city and regional level that could impact the Agency. Contributes to the development and implementation of Organizations use of Local Government Corporations as it pertains to the Agency’s regional leadership strategy. Works with Executive Management to develop and implement a strategy for outreach to local and regional officials on Organizations regionalism leadership efforts. Coordinates Organizations regionalism leadership efforts with other Agency-wide efforts, such as the System Plan, Business Plan and federal and state legislative agendas. Collaborates with State Relations Manager and Federal Relations Manager on an ongoing basis. Will manage local and regional affairs outside consultants and coordinate contract. Responsible for making board briefings and presentations as required. Performs other duties as assigned.
MINIMUM KNOWLEDGE
SKILLS AND ABILITIES REQUIRED: Bachelor’s degree from an accredited college or university in Political Science, Public Administration, Business Administration or related field. Advanced degree preferred.
Six (6) years’ experience in government relations at the federal, state or local level to include working knowledge of state government programs and regulations including state funding programs; state legislative processes; and, developing and implementing state legislative agendas. Valid Texas Class A, B, or C driver’s license, no Driving While Intoxicated (DWI) conviction within the last sixty (60) consecutive months, not more than one (1) DWI on driving record, and not more than three (3) convictions of moving violations within the last thirty-six (36) months in order to operate Organization non-revenue vehicles or drive in the course and scope of job. Pass physical (medical) examination, which includes a drug and alcohol screen in order to operate Organizationnon-revenue vehicles, or personal car on behalf of Organization. Ability to work variable shifts and work hours. Keen analytical skills, and an ability to work on complex legal policy issues. Ability to research statutory language. Strong writing abilities to develop a variety of correspondence and reports. Ability to demonstrate a fiduciary obligation to section, division, department, and Organization in handling materials and information of a confidential nature. Exceptional interpersonal skill to effectively and sensitively communicate with all levels of supervisory and non-supervisory employees, government entities (including Mayors Office, councils, and key administrative staff), a culturally diverse community, and others both inside and outside of Organization. Proficiency with personal computer (PC) and software applications to include Windows, spreadsheet, word processing and database. Ability to be mobile and occasionally, 5-15% of work time, lift objects weighing up to 15 pounds such as books, files, computer binders, or Government Relations materials. Ability to step up to conflicts, seeing them as opportunities. Read situations quickly. Good at focused listening. Can hammer out tough agreements and settle disputes equitably. Can find common ground and get cooperation with minimum noise. Ability to be dedicated to meeting the expectations and requirements of internal and external customers. WORKING CONDITIONS: Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting Organization's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
