POSITION SUMMARY
IB3 Global Solutions is seeking an experienced RND Program Analyst to support the Office of the Deputy Assistant Secretary of War for CBRN Defense. In this role, you will provide expert analytical and programmatic support to help develop integrated, enduring radiological and nuclear defense capabilities for the National Guard Bureau and the Joint Force.
You will assess threats, identify capability gaps, evaluate material solutions, and help shape investment strategies that inform senior leadership decisions across the PPBE process. Success in this role requires deep RND expertise, strong staff experience within the DoD, and the ability to coordinate across a complex organizational landscape to drive effective capability development.
ESSENTIAL JOB FUNCTIONS & DUTIES
- Support work to enable the development of an integrated and enduring capability for radiological and nuclear defense for the National Guard Bureau and the Joint Force.
- Provide evaluation of threats, identification of gaps and potential solutions, and the development of an investment strategy that ensures long-term access to innovative technical solutions and trained operators, and the ability to execute required support functions for RND.
- Support management of requirements collection, validation, and prioritization to inform the PPBE process. Evaluate, integrate, and synchronize DoW's capabilities to address RND.
- Review and provide technical and analytical assessments on the integration of U.S. material solutions and overall capabilities for RND.
- Assist in facilitating/coordinating all research, engagements, strategies, and reviews to ensure effective and efficient execution of the RND tasks.
- Assist in maintaining a resource investment strategy to inform senior OSW leadership decisions on material investments needed to ensure DoW is optimally positioned to address RND.
MINIMUM QUALIFICATIONS
- Possess an active Secret security clearance.
- A minimum of eight (8) years of DoD/DoW experience in a staff environment providing assessments and analyses that address cost, schedule, and performance parameters.
- Extensive expertise and in-depth knowledge of RND.
EDUCATION AND CERTIFICATION(S) REQUIRED
- Bachelor’s degree in a recognized engineering, scientific, technical, management or related discipline.
PREFERRED QUALIFICATIONS
- Previous experience working in the Office of the Assistant Secretary of War for Nuclear Deterrence, Chemical, and Biological Defense, Policy and Programs (OASW(ND-CBD)).
WORKING CONDITIONS
- Full-time on site at Marks Center in Alexandria, VA, work hours to be set by client.
- Be able to sit for extended periods of time and work on computer
