Project Summary:
HWP Business Development Team seeks a Consultant to assist with a transportation study to evaluate, simplify, and rationalize our client’s fare structure and fare policies to improve the customer experience, while balancing three key criteria: (1) passenger fare revenue; (2) ridership (on a system-level basis); and (3) ensuring equitable access.
Our team will be responsible for finding the strengths and weaknesses of the current fare policy and structure and will be further requested to evaluate how the new fare payment technologies being implemented can be leveraged to achieve our client's objectives.
Position Summary:
This hybrid leadership role combines fare analytics, systems integration, and technology strategy. The Lead oversees revenue modeling, data architecture, and fare-system interoperability to ensure that financial, equity, and operational decisions are supported by robust data and system design.
Key Responsibilities:
- Develop fare revenue models, ridership forecasts, and elasticity-based scenario analysis.
- Integrate fare system data sources (rail, bus, light rail, mobile payments) into unified dashboards.
- Lead data governance and ensure integrity across financial, operational, and technology systems.
- Oversee design and validation of fare-system architecture for scalability, security, and compliance.
- Collaborate with IT, operations, and finance teams to align system functionality with fare policy objectives.
- Implement analytics pipelines, visualization tools, and business intelligence platforms for performance tracking.
- Manage data-sharing protocols, version control, and system integration with vendors.
- Produce technical documentation, dashboards, and revenue-performance reports for decision-makers.
Qualifications:
- Master’s in data science, transportation engineering, computer science, or economics—PhD highly preferred.
- 7 years of experience in transit data analytics, fare systems, or enterprise architecture.
- Expertise with SQL, Python/R, Power BI/Tableau, and fare modeling software.
- Strong understanding of fare collection technologies, data security, and vendor management.
- Proven ability to translate technical insights into strategic recommendations.
Job Types: Full-time, Contract
Pay: Up to $160,000.00 per year
