Position Summary
The Hurricane Valley Fire Special Service District is seeking a highly organized, detail-oriented, and professional individual to serve as its District Clerk. This position plays a vital role in supporting the District's administration by ensuring compliance with state laws, maintaining official records, coordinating public meetings, managing accounts payable, and providing administrative support.
The ideal candidate is dependable, exercises sound judgment, maintains confidentiality, and possesses excellent communication and organizational skills.
Essential Duties and Responsibilities
- Prepare agendas, meeting packets, and supporting documentation for Board meetings.
- Attend Board meetings, record accurate minutes, and maintain official meeting records.
- Publish public notices and agendas in accordance with the Utah Open and Public Meetings Act.
- Maintain official District records, resolutions, ordinances, contracts, and other legal documents.
- Coordinate records requests in compliance with the Utah Government Records Access and Management Act (GRAMA).
- Process accounts payable, including receiving invoices, verifying approvals, coding expenses, preparing payments, and maintaining accurate financial records.
- Reconcile vendor statements and work with vendors to resolve billing discrepancies.
- Maintain accounts payable files and supporting documentation in accordance with District policies and record retention requirements.
- Assist with monthly and annual financial reporting and support annual audits by providing requested financial documentation.
- Prepare correspondence and assist with administrative reports and documentation.
- Assist with policy updates and document management.
- Serve as a point of contact for the public regarding Board meetings, District records, and vendor inquiries.
- Provide general administrative support to the Fire Chief and executive staff.
- Perform other duties as assigned.
Minimum Qualifications
- High school diploma or equivalent (Associate's or Bachelor's degree preferred).
- Three years of progressively responsible administrative, clerical, or accounting experience; experience with a governmental entity or special district is preferred.
- Excellent written and verbal communication skills.
- Strong organizational skills with exceptional attention to detail.
- Proficiency in Microsoft Office, including Word, Excel, Outlook, and Adobe Acrobat.
- Experience with accounting or financial software is preferred.
- Ability to manage multiple priorities and meet deadlines.
- Ability to maintain confidentiality and professionalism.
Preferred Qualifications
- Experience serving in a municipal, county, or special service district clerk’s office.
- Knowledge of accounts payable processes and governmental accounting practices.
- Knowledge of Utah's Open and Public Meetings Act and GRAMA.
- Experience with public records management and governmental meeting procedures.
- Familiarity with budget documents, resolutions, and public administration.

- Ability to work independently with minimal supervision.
- Excellent proofreading and document preparation skills.
- Ability to accurately record meeting minutes.

Compensation and Benefits
- Hourly Wage: $22.29 to $30.72 per hour, depending on qualifications and experience.

Work Schedule
Monday through Thursday 7:00 am to 6:00 pm. Attendance at evening Board meetings, typically held monthly, is required.
