Job Title: Director of Residential Mental Health Programs

Position Summary:

The Director of Residential Mental Health Programs provides executive leadership and operational oversight for all residential mental health services. This position ensures high-quality, recovery-oriented care while maintaining full compliance with Pennsylvania state and county regulations. The Director oversees residential leadership staff, leads audit preparation, ensures documentation and service plan integrity, manages critical incidents, and maintains safe, therapeutic residential environments.

Essential Duties and Responsibilities:

Leadership & Clinical Program Oversight:

  • Provide direct supervision, leadership, and support to Residential Supervisors and program leadership staff.
  • Ensure residential services align with trauma-informed, recovery-oriented, and person-centered mental health practices.
  • Collaborate with clinical leadership to support effective treatment planning and service delivery.
  • Promote a culture of safety, accountability, and continuous quality improvement.
  • Work collaboratively with funders to fill resident vacancies and improve services.

Regulatory Compliance & Audit Management

  • Lead preparation for Pennsylvania Department of Human Services (DHS), county mental health, and licensing audits.
  • Ensure compliance with all applicable mental health regulations, policies, and funding requirements.
  • Oversee implementation of corrective action plans in response to audit findings.
  • Conduct ongoing internal monitoring to ensure sustained regulatory compliance.

Documentation & Treatment Planning Oversight

  • Provide oversight and routine review of daily progress notes, shift documentation, and required residential records.
  • Ensure treatment and service plans are developed, implemented, and reviewed in accordance with mental health best practices and regulatory standards.
  • Monitor documentation for clinical relevance, medical necessity, and alignment with authorized services.
  • Provide technical assistance and training to supervisors and staff related to documentation expectations.

Incident Management & Investigations

  • Oversee all reportable incidents within Pennsylvania’s statewide incident management system.
  • Ensure timely, accurate, and complete incident reporting in accordance with DHS and county requirements.
  • Conduct or oversee investigations of serious incidents, including hospitalizations, injuries, abuse allegations, or safety concerns, following established investigative procedures.
  • Implement corrective actions and preventative measures to reduce future risk and enhance client safety.

Residential Site & Property Management

  • Conduct routine physical site reviews of residential mental health facilities to ensure safety, cleanliness, and therapeutic environments.
  • Coordinate maintenance, repairs, and safety improvements with vendors, contractors, and internal departments.
  • Ensure residential properties comply with health, safety, and licensing standards at all times.
  • Identify environmental factors that may impact client stability or recovery and address them proactively.

Data, Reporting & Quality Improvement

  • Complete and submit required monthly demographic, utilization, and program reports to funders and oversight entities.
  • Track trends related to incidents, hospitalizations, compliance issues, and service outcomes.
  • Utilize data to guide quality improvement initiatives and program development.
  • Participate in agency leadership meetings and contribute to strategic planning efforts.

Qualifications

Education:

  • Bachelor’s degree in Psychology, Social Work, Counseling, Human Services, or a related field (Master’s degree preferred).

Experience:

  • Minimum of 5–7 years of experience in adult or transitional residential mental health services.
  • At least 3-5 years of supervisory or management experience.
  • Previous experience managing multiple program locations.
  • Demonstrated experience with Pennsylvania DHS and county mental health audits.
  • Experience managing reportable incidents and conducting investigations in a mental health setting.

Knowledge, Skills, and Abilities:

  • Strong knowledge of Pennsylvania mental health regulations and incident management systems.
  • Understanding of recovery-oriented, trauma-informed, and person-centered care models.
  • Excellent leadership, analytical, and organizational skills.
  • Strong written and verbal communication skills.
  • Ability to manage complex situations, including crisis response and regulatory issues.
  • Proficiency with electronic health records and reporting systems.

Working Conditions

  • Regular travel to residential mental health sites.
  • On-call availability may be required to respond to psychiatric emergencies or critical incidents.

Pay: $60,000.00 - $65,000.00 per year
