PRIMARY PURPOSE
Coordinate the recruitment, onboarding, assignment support, records management, and ongoing communication for substitute and temporary employees. Maintain and operate the district’s substitute management system to ensure campuses and departments have timely support for employee absences and short-term staffing needs. Provide clerical and technical assistance to the Human Resources Department, including data entry, employee records maintenance, substitute training coordination, and support for HR processes that can be performed in an open office environment with limited privacy.
QUALIFICATIONS
Education/Certification
High school diploma or GED required
Special Knowledge/Skills
Knowledge of general office procedures and clerical practices
Knowledge of human resources procedures preferred
Ability to maintain accurate records and meet established deadlines
Ability to use technology systems, databases, spreadsheets, and digital document management systems
Ability to learn and operate substitute management software
Ability to communicate effectively with applicants, employees, substitutes, campus staff, and administrators
Ability to organize, prioritize, and manage multiple tasks with frequent interruptions
Ability to maintain confidentiality of employee information
Ability to interpret and follow district policies, procedures, and administrative guidelines
Ability to provide customer service in a professional, calm, and helpful manner
Proficient skills in Microsoft Office, Google Workspace, email, and general office equipment
Strong attention to detail and accuracy
Strong interpersonal skills and ability to work as part of a team
Experience
Three years of successful clerical, administrative, school district, human resources, or related office experience preferred
Experience with substitute management systems, applicant tracking systems, Skyward, Red Rover, or similar HR software preferred
MAJOR RESPONSIBILITIES AND DUTIES
- Coordinate the daily operation of the district’s substitute management system.
- Assist campuses and departments with substitute placement, absence reporting, vacancy coverage, and system-related questions.
- Monitor unfilled absences and communicate with campuses, departments, and substitutes to help support daily staffing needs.
- Maintain current substitute and temporary employee information in the substitute management system and other HR systems.
- Assist with the recruitment, screening, onboarding, and processing of substitute and temporary employees.
- Communicate employment requirements, training expectations, pay procedures, and assignment guidelines to substitutes and temporary employees.
- Support substitute orientation, reactivation and annual training activities.
- Maintain substitute availability, status, assignment eligibility, and related records.
- Assist campuses and departments with resolving substitute assignment issues, system access problems, and basic employee questions.
- Notify appropriate HR personnel of concerns related to substitute performance, attendance, professionalism, or continued eligibility.
- Assist with processing new hire paperwork for substitute, temporary, and other assigned employee groups.
- Assist with data entry, digital filing, employee record maintenance, and document tracking.
- Support background check, fingerprinting, certification, I-9, and required employment documentation processes as assigned.
- Prepare and maintain HR reports, spreadsheets, lists, rosters, and system exports.
- Assist with employee file organization and record retention procedures in accordance with district procedures.
- Provide clerical support for HR projects, employee communications, training records, and department workflows.
- Assist with routine HR forms, letters, notices, and employee correspondence as directed.
- Route sensitive or confidential employee matters to appropriate HR administrators rather than discussing them in public or shared office areas.
- Assist with maintaining accurate employee information in district systems.
- Serve as a first point of contact for substitute and temporary employee questions.
- Maintain confidentiality of employee records, applicant records, background information, and other sensitive HR information.
- Follow district procedures for employee records, personnel files, and document storage.
- Comply with all district policies, procedures, and applicable state and federal laws related to employment and records management.
- Generate reports related to substitute usage, unfilled jobs, absence trends, assignment history, and other HR needs.
- Assist with HR department coverage, front office support, filing, scanning, copying, mail distribution, and general clerical duties.
- Participate in professional development and training related to HR systems, employee records, substitute management, and district procedures.
- Maintain regular and reliable attendance.
- Perform other duties as assigned by the Executive Director of Human Resources or designee.
SUPERVISORY RESPONSIBILITIES
None.
This position coordinates substitute and temporary employee processes but does not formally supervise employees unless otherwise assigned by the Director of Human Resources.
EQUIPMENT USED
Computer, printer, scanner, copier, telephone, calculator, fax machine, digital document management system, substitute management system, applicant tracking system, HR information system, and other standard office equipment.
