PRIMARY PURPOSE:
Assist and support District employees and District personnel with all tasks and duties associated with the District Health Insurance Program. Facilitate the data entry, clerical and filing tasks to support the benefit functions of the Human Resources Office to maintain accurate and complete records for employees of the District. Maintain proper security and confidentiality.
QUALIFICATIONS:
Education/Certification:
High school diploma or GED
Special Knowledge/Skills:
Proficient skills in keyboarding, word processing, file maintenance, Microsoft Office software applications, and operating general office equipment
Strong communication and interpersonal skills
Ability to alphabetize and organize documents.
Ability to perform basic math calculations.
Ability to interpret and disseminate insurance and benefits information to individuals.
Basic math and accounting practices, procedures and bookkeeping skills
Experience:
Three to five years clerical/secretarial and administrative support experience
Benefits knowledge and experience preferred
School experience preferred
Human Resources experience preferred

MAJOR RESPONSIBILITIES AND DUTIES
- Manage the District’s employee benefit programs such as group health insurance, dental, life and medical reimbursement.
- Organize benefits orientation meetings and enrollment of new employees in benefit plans.
- Sort, alphabetize and maintain all Benefit Files and Benefit records for all employees and related HR Office records
- Organize and coordinate the annual open enrollment processes for both medical and supplemental products (different enrollment periods).
- Manage the preparation, distribution and receipt of enrollment materials and forms.
- Facilitate the daily tasks of the employee benefits program including data entry and distribution of records to third party administrators and Business Office
- Maintain all physical and electronic health insurance records.
- Distribute forms and supplies to campuses and departments.
- Provide assistance to employees and direct them to appropriate providers to ensure effective use of benefits.
- Manage employee benefit inquiries and complaints to ensure quick, equitable and courteous resolution.
- Manage the processing of all employee benefit enrollment, declination forms and changes within required time limits to meet payroll deadlines and enrollment requirements.
- Ensure tasks comply with COBRA and HIPAA regulations.
- Work cooperatively with Business Office on all benefit related records.
- Maintain the records management and “tickler” system for employee benefit eligibility and enrollments.
- Exemplify high standards of ethical conduct as described in Board Policy.
- Observe professional and ethical standards, in accordance with generally accepted community standards and the professional Educators Code of Ethics
- Ensure confidentiality of employee information and adhere to Privacy Act.
- Perform other duties as assigned by supervisor.
- Input data into FFenroll for new employees and terminated employees.
- Facilitate insurance enrollment (enrollment schedules and employee notification).
- Assist district personnel with changes related to payroll deductions.
- Communicate with district personnel to ensure accuracy of all information processed.
- Set up benefit and payroll deductions, changes and corrections.
- Act as liaison between employees, providers and insurance providers’ claims office.
- Assure that timely notice is provided to employees under the requirements of the Consolidated Omnibus Budget Reconciliation Act (COBRA) and Health Insurance Portability and Accountability Act (HIPAA) by processing notifications of enrollment and termination to third party administrators. This includes notice for issuance of certificates of coverage for all medical plans for all terminated employees and dependents.
- Serve as resource person to administrators and employees on benefit issues.
- Distribute and process FMLA forms to employees when necessary.
- Distribute and process Catastrophic Leave forms when an employee makes a request.
- Implement the processes required to record, track, report and follow up on all reported Woker Compensation incidents.
