Position Title: Accounting Specialist



The Accounting Clerk position provides support for a U.S Department of Labor Job Corps contractor.  The Job Corps program is a federally-funded residential training program. The mission of Job Corps is to provide career-ready technical and academic training and job placement assistance to program eligible youth ages 16-24.

 

Summary of Duties: 

The Accounting Clerk is responsible for performing the accounting/finance functions of Center in compliance with DOL, Corporate and Center requirements and must:

  • Exhibit positive customer service behavior in every day work interactions.
  • Demonstrate a courteous and respectful attitude to internal workforce and external customers.
  • Communicate accurately and appropriately.
  • Handle difficult situations in a discreet and professional manner.
  • Computer competent, including Microsoft Office Skills and Internet research skills.
  • Excellent interpersonal skills, strong communication, and organizational skills.
  • Ability to work well with center management, students and staff, as well as community partners.

Key Areas of Responsibilities: 

 

  • Ensures strict confidentiality of sensitive information.
  • Post routine journal vouchers or accounts payable vouchers in registers, and post subsidiary ledgers or simple cost accounting data. 
  • Perform any combination of routine calculating, posting and verifying duties to obtain primary financial data. 
  • Responsible for maintenance of routine accounting records and reports in accordance with established procedures such as accounts payable, accounts receivable, inventory control, or general accounting records.  
  • Responsible for payroll and insurance reports 
  • Perform miscellaneous clerical duties involving typing, filing, accumulating data and preparation of repetitive reports.  
  • Participate in student employability programs and activities.
  • Assist in the preparation of data input for development of financial statements and management information reports, including monthly accounting journal entries, overhead application schedules, bank reconciliations, general ledger account analyses and monthly financial statement.
  • Prepare and maintain cost data and related analyses relating to center operations. 
  • Monitor the output of the accounts payable and cashier functions, the preparation of cash forecasts, and the initiating of funds; serve as petty cash custodian.
  • Maintain cash disbursements journal, general ledger and cost ledger by recording accounting transactions, preparing reconciliations and financial tabulations as assigned.
  • Process and cashier for student pay.
  • Collect revenues from concessions; make deposits.
  • Maintain work-based learning & individual student bank accounts.
  • Write checks, after proper approval and ensure appropriate staff have signed the checks.
  • Audit and enter weekly time cards to process bi-weekly staff payroll, as assigned.
  • Participate in physical inventory counts, as assigned.
  • Monitoring and mentoring duties, as assigned.

Monitors Student’s Behavior: Ensures proper conduct of students in all areas. Assists staff with behavior problems coordinating referrals to PBSO as required. Creates methods and programs to motivate constructive student behavior. Maintains awareness of the individual needs of various minority and cultural groups. Monitors accountability process. 

 

Develops Others: Establishes high level of mutual trust and support with others. Expresses positive expectations of others, even in difficult situations. Creates a learning atmosphere. Reassures and encourages performance improvement. Provides timely coaching. Identifies successes and areas of improvement. Delegates tasks or responsibilities for the purpose of developing others’ abilities. Rewards good performance and promotes employee recognition. Ensures that departmental staff completes all DOL, Corporate and Center training as required and demonstrates competencies accordingly. Participates on an SGA committee. Develops a Work-based Learning site in the department.

Makes effective use of time, materials and resources by planning, scheduling and organizing work. Communicates in an open and honest manner.

Modeling, Mentoring and Monitoring: Demonstrates on-going commitment to preparing young people for the workforce by modeling, mentoring and monitoring excellence in the eight Career Success Standards of: workplace relationships and ethics; information management; communications; multicultural awareness; personal growth and development; career and personal planning, and; interpersonal skills; independent living.

Career Management Team (CMT)May be asked to contribute to the success of students by participating in the CMT process. The CMT is responsible for students’ successful matriculation through the Job Corps program from CDP (Career Development Phase) through Career which includes receipt of the academic, CTT, employability, Career Success Standards, and social skills necessary to attain and maintain a viable post-Center placement. Teams are required to ensure that each graduate receives a placement within 9 months of separating from the program as well as complete a successful Q2 and Q4 survey. CMT will responsible to ensure that the following areas are functioning within each CMT: CTTRC, Projected Separations, High School Equivalency, CTT and CTT Credential, Literacy and Numeracy TABE, Evaluation of Student Progress, WBL, Career Transitions Readiness, CSS, Employability Skills, Contextual Learning, Career Transitions/Career. 

Workplace Standards: Maintains required certifications and/or licenses including a valid driver’s license and insurance when required by position. Does not engage in activities other than official business during working hours. Reports significant/major incidents or accidents. Cooperates in external/internal investigations as requested. Completes PRH, Corporate and Center training as required and demonstrates competencies accordingly. Complies with DOL, Corporate and Center guidelines. 

 

 

Credentials: 

Education and Experience

Associates Degree preferred, with two years of experience.  Will accept extensive experience in lieu of degree. Must possess computer proficiency and excellent communication skills, 

Certifications, Licenses, Registration

Valid state driver’s license; CPR/First Aid certifications

Language Skills

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, and government regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public.

Reasoning Ability

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

The work environment characteristics described here are representative of what employee encounters while performing the essential functions of this job. Must maintain a safe and healthy workplace.
