Job Title: Senior Planner/Scheduler (Senior Business Analyst - Planner Scheduler)
Duration: 1 year with 2 option periods
Location: Onsite - Aiken, SC Local candidates or willing to relocate at candidate's expense.
Short Summary about Job:
Seeking (2) Senior Planner/Schedulers to perform moderately complex Planning & Scheduling activities under limited supervision. The position is responsible for organizing, developing, analyzing, and maintaining project controls, financial analysis and estimating applications to monitor established objectives and prepare status and management reports. Key responsibilities include developing and maintaining complex divisional or project logic-driven, integrated, resource-loaded schedules; analyzing schedule performance for progress and trends; providing supervision and guidance to others; and leading schedule review meetings. Candidates must be able to obtain and maintain a DOE "Q" security clearance.
Required Qualifications
- Education: Master's degree in business, construction management, technical, engineering or related area and 2 years of practical experience; OR Bachelor's degree and 5 years of practical experience; OR Associate degree and 8 years of practical experience; OR High school diploma and 12 years of relevant experience
- Strong personal computer skills and considerable proficiency in automated accounting, budgeting, cost management and estimating systems
- Working knowledge and understanding of project management and cost and schedule control at the tactical level; knowledge of operations, maintenance, or project startup and construction
- Estimating Specialty: Demonstrated skill in conceptual estimating, coordination with technical personnel, interfacing with engineers, knowledge of field construction techniques, labor, and equipment requirements
- Ability to apply concepts and methods to quantify work condition impacts on costs
- Strong problem solving, analysis and interpersonal skills as well as oral and written communication skills
- Security Clearance: Must be able to obtain and maintain a DOE "Q" security clearance. Subcontractor must have an active eFOCI registration and approved Facility Level Clearance with DOE/NNSA.
Preferred Qualifications
- Active DOE clearance (L or Q) within the past two (2) years
- Experience on DOE/NNSA/DOD Capital Projects and DOE O 413.3B experience on DOE/NNSA projects
- 10 years of experience utilizing P6 software to measure schedule performance against an approved project/program baseline, including resource loading schedules in P6 with manpower, materials and equipment to support tracking project progress, financial status and performance metrics
- 10 years of experience tracking cost performance against an approved project/program baseline, including experience with Change Control, trends and Baseline Change Proposals (BCPs)
- Experience utilizing the following software: P6, Cobra, Empower, Success
- Experience with Earned Value Management System (EVMS) and experience with planning and forecast development
