The Assistant Superintendent of Business and Finance is responsible for the overall financial operations of the district; including the development and maintenance of the annual budget, long-range financial projections and planning, and policies providing for accurate accounting. S/he has the central role in the school district planning and analysis of current programs, support systems, and expenditures. S/he is also responsible for leadership of long-range facilities planning, student transportation, and food service.


Description

  • Develop, implement, and monitor the district's annual operating budget and long-range financial plan.
  • Oversee all aspects of the district's financial operations, including accounting, budgeting, financial reporting, payroll, and investments.
  • Ensure compliance with all applicable federal, state, and local financial regulations.
  • Manage risk and develop and implement a comprehensive risk management program for the district.
  • Oversee the procurement process and ensure efficient and cost-effective purchasing practices.
  • Provide leadership and direction to the Business Office and all personnel responsible for financial operations.
  • Analyze financial data and prepare reports to inform decision-making by the Superintendent and School Board.
  • Develop and recommend policies and procedures related to financial matters.
  • Oversee the district's facilities operations and maintenance program.
  • Oversee the district's student transportation operations for safety and efficiency.
  • Manage the district's food service program between Hudsonville Public Schools and Jenison Public Schools.
  • Develops goals within the district strategic plan.
  • Identifies and leads the District in Bond initiatives.
  • Manage the district’s insurance programs, including participation on behalf of the district on various outside insurance pool committees.
  • Provide input to the Superintendent on all questions relating to the business and financial affairs of the district, including membership estimates, fund balance outlook, Board Policy revisions and internal control procedures.
  • Assist in recruiting, hiring, training, supervising, and evaluating all business office personnel.
  • Develop bid specifications for district purchases and participate in negotiating the procurement of the supply/equipment from the vendors.
  • Provide financial data and projections to the Superintendent and the bargaining teams for the collective

bargaining process with labor groups.

  • Supervise building and program budget development including all subsidiary funds (Food Service, Child Care, Debt Fund and Capital Projects)
  • Build and maintain strong relationships with internal and external stakeholders, including the School Board, district administrators, staff, parents, and community members.
  • Maintain District property files and related transactions relative to such, including annual property appraisals,fixed asset reporting, insurance calculations of buildings, contents, deeds, sales and purchase agreements, and floor plans.
  • Cultivate and maintain lasting relationships with financial institutions, attorneys, realtors, City, County, and State contacts in the aim at sustaining and promoting the district’s image of high standards and a quality K-12 district.
  • Represent the district in business related organizations, including MSBO and OAISD Business Managers.
  • Coordinate tax collection procedures and communication with the cities encompassing the District, including the legal responsibilities and timely reporting of the approved tax levies.
  • Coordinate, review and continually evaluate internal controls relating to SAS 99 auditing standards.
  • Act as contact with the Superintendent in communications with the district’s lobbyist relative to funding matters.
  • Generate invoices pursuant to cooperative agreements including tuition and shared staffing.
  • Acquire and maintain a thorough knowledge of all laws, rules, regulations, and policies of the financial affairs of the district and interpret such information for the Board and Administration.
  • Performs other relevant duties as assigned by the Superintendent.


Education and/or Experience:

  • M.B.A or M.A. in educational leadership, finance, business administration, accounting, or related field preferred.
  • Candidates holding a B.A./B.S. in a related field, combined with five or more years in a comparable position will be considered.
  • Experience working in school finance and/or accounting (CPA), Certified Management Accountant (CMA), Certified in Financial Management (CFM) is preferred.
  • Appropriate maintenance of administrative continuing education requirements and possession or eligibility for MSBO Chief Financial Officer certification.
